In the framework of the criminal proceedings no. 187 of 2020, in the Register of Notification of Criminal Offenses in the Special Prosecution on 18.03.2022, the name of the citizen Alqi Bllako, born in Erseka and resident in Tirana, was registered as a suspect. for committing criminal offenses “Abuse of duty”, in collaboration and “Passive corruption of senior state officials or local elected officials”, provided by Articles 248, 25 and 260 of the Criminal Code.
With the letter No. 2407 Prot., Dated 29.03.2022, the Head of the Special Prosecution has requested the Assembly of the Republic of Albania to authorize the arrest of the deputy Alqi Bllako. The request is accompanied by the relevant documentation.
With the letter No. 1274/4 Prot., Dated 29.03.2022, received from the Assembly, we were informed that the request for authorization for the arrest of MP Alqi Bllako will be reviewed at the meeting of the Council for Regulation, Mandates and Immunity, which will be held on date 30.03.2022, time 18.00.
With the letter No. 2407/4 Prot., Dated 30.03.2022, we have notified the General Directorate of Police regarding the request submitted to the Assembly for authorization for the arrest of the deputy Alqi Bllako, requesting the detention of the deputy and the notification of the prosecutor of the case whether the deputy would appear at the exit of the territory of the Republic of Albania.
The Assembly of the Republic of Albania, by letter No. 1274/7 Prot., Dated 30.03.2022 (arrived at the Special Prosecution at 19.40) has notified us of the cancellation of the meeting of the Council for Rules, Mandates and Immunity, because the deputy has filed a request to resign from the mandate of deputy. Article 71, point 2, letter “b” of the Constitution provides that:the mandate of the deputy ends when the deputy resigns from the mandate…”.
With the letter 2407/6 prot., Dated 30.03.2022 (submitted to the court at 20.30) by the Special Prosecution, the Court of First Instance for Corruption and Organized Crime was requested to impose the personal security measure “prison arrest”, for the citizen Alqi Bllako, as a suspect for committing criminal offenses provided by Articles 248, 25 and 260 of the Criminal Code.
With decision No. 26, dated 31.03.2022, the Court of First Instance for Corruption and Organized Crime has imposed the measure of personal security “prison arrest”, for the citizen Alqi Bllako. The decision was made available to the Special Prosecution at 15.30 on 31.03.2022.
At 15.45, on 31.03.2022, the court decision to impose a security measure on the citizen Alqi Bllako was given for execution to the structures of the State Police. The decision was executed by the State Police at 03.30 on 01.04.2022.
