The legal changes for the prohibition of disposable bags are voted today in the Parliament after they have passed the approval of the committees in the Assembly.
The Minister of Tourism and Environment Mirela Kumbaro in her speech said that the clear priority of the government is being realized since the beginning of this mandate.
“We all know that these types of bags are distributed without charge, for free for both an apple and a melon! In all the reports and explanations that we have made in the parliamentary committees but also in our public appearances, the objective of the Ministry of Tourism and Environment as the initiator of this law is clear. It is the same priority that the Prime Minister has declared on the first day of the mandate of this government: banning plastic bags (ie those categories of bags that serve for single-use purposes in supermarkets, markets or similar commercial activities) in the Republic of Albania, as a first reaction measure to the reduction of disposable plastic, as a necessary measure to curb and clean the territory of Albania from pollution and pollution, to guarantee our children a healthy Albania and a life-friendly environment“, Said during her speech Minister Kumbaro.
Mirela Kumbaro explained that the proposed amendments aim to prohibit the trade, production, import of plastic carrying bags as defined by this law, with a thickness for each side less than 70 microns and with a carrying capacity of less than 10 kilograms. At the same time, fines from 1 to 1.5 million ALL are foreseen for those who trade, produce or import these types of bags. Showing photos of pollution caused by disposable bags, Kumbaro listed figures that make this initiative necessary.
“80% of the waste at sea comes from the land through the rivers that flow into the sea, 90% of them are plastic and plastic packaging. With about 80,400 tons per year of mismanaged plastic waste, Albania is one of the 5 most polluting countries in the Adriatic. Albania pollutes with 3.2 billion plastic bags, which means 3 plastic bags per person per day, equal to 26,280 tons per year “said Kumbaro emphasizing that the average time of use of a disposable plastic bag by citizens is only 12 minutes.
Seeking the support of MPs for voting on legal changes, the Minister of Tourism and Environment gave a series of arguments for banning disposable plastic bags. Kumbaro explained that they do not degrade, severely damage the life of wild fauna, are not easy to recycle due to their negligible weight, are not reused and spread easily anywhere in the environment.
Kumbaro also had a message for the opposition deputies, who have maintained a positive attitude during the discussion in the parliamentary committees, although they chose not to vote for this legal initiative.
“I have sincerely appreciated the words of some of my opposition colleagues in the committee who praised this bill with all their heart and soul, although they did not vote for it, let me make a call to you: This morning or tonight at dinner, do not forget, in a we will throw the garbage, we will consume the same food, we will raise the children in the same city and we will bathe in the same sea in summer! Therefore, if a week ago, the whole world joined the Global Compact Against Plastics at the UN, it’s worth joining in the name of the land, the sea, the food and the air we share together without a vote. Because we have not inherited all this from anyone but we owe it to our children to whom we must return it clean.“, Concluded her speech Kumbaro.
