The damage caused is 16 288.344 ALL. But the other serious charge relates to receiving fictitious bills for the incinerator construction process. Between the company that benefited from the concession and the one that did the construction, sales tax invoices were received and financial obligations were paid to some other companies, for works that were not actually performed.
The amount of damage is 146 million ALL. According to SPAK, this money was then given to the Minister of Environment Lefter Koka, in exchange for unfair favoring of the company “Integrated Technology Waste Treatment Fier” sh.pk, in the development of the concession award procedure and in concluding the concession contract. Meanwhile, Klodian Zoto in the capacity of the shareholder Arenc Myrtezani in the capacity of the administrator of “Integrated Technology Waste Treatment Fier” sh.pk, have used a fictitious scheme of making payments and corruption.
Lefter Koka received money from the incinerator indirectly, using some companies indirectly controlled by him and his family. Meanwhile, MP Alqi Bllako has received from the concessionaire a payment of almost 15 million ALL. For all these facts, Lefter Koka, already arrested, Pëllumb Abeshi, Azem Shateri, Erjon Myrtaj, Sabina Senameri, Etleva Kondi, all these officials of the Ministry of Environment have been arrested. Prison arrest for Fjoran Mucaj and Arenc Myrtezani, administrator of the Fier incinerator and businessman Klodian Zoto, already wanted. SPAK has requested house arrest for two officials of the municipality of Elbasan Bardhul Çabiri and Serafin Papa.
Meanwhile, properties worth 2 million euros were seized. The first sequestration was imposed on the Fier incinerator and related companies. The fourth real estate of Lefter Koka with an area of 3 344 m2 or with a value of 146 million ALL have been seized.
An apartment worth 144 thousand euros was seized in the account of Alqi Bllako, as much as the amount unjustly benefited from it. Along with the ongoing investigation in Elbasan, 14 apartments, three commercial units, land and 8 commercial companies and all their assets were seized.
According to the SPAK, these assets are suspected to be the product of criminal offenses, while the seized companies are suspected to have served and been used as tools to carry out criminal offenses. The value of the seized real estate is around 2,000,000 Euros.
