The creation of new bodies within the right, according to its article 65, begins immediately and ends no later than three months after its entry into force.
Article 66 of the new statute legitimizes the annulment of the decision to dismiss Berisha from the parliamentary group after he was declared ‘non grata’ by the US.
Any act of the DP taken before the entry into force of this statute and which is contrary to its provisions is automatically repealed with the entry into force of the statute, read in Article 66 of the new statute that is supposed to be voted today.
Another important point of the new statute is that it legitimizes the immediate dismissal of the party chairman, if the party loses the general election for the Assembly, and the transition to a no-confidence motion in case the party loses the local elections.
So if statutory changes take effect, by March, Democrats could have a new leadership leadership.
The chairman is elected according to the principle “one member one vote”.
Point 8, which refers to the party chairman, states: “If after the announcement of the results of the general elections for the Assembly, the Democratic Party does not prove to be the winning governing force, the mandate ends immediately and automatically due to the Statute. In this case, the chairman who ends his mandate, is not allowed to run in the next elections for party chairman “.
Article 11 on Referendums states that in case the Presidency does not fulfill the obligation, the applicants appoint an ad hoc group of 10 members who verify the signatures of the applicants and set the date of the referendum, which must be no earlier than 30 days from the date of publication. of the list of referendum seekers.
Whereas, any act of the party bodies undertaken before the entry into force of this statute and which is in contradiction with its provisions, is automatically abrogated upon the entry into force of the statute.
In the Assembly convened by Berisha, the number of participating delegates has reached over 4 thousand 800. The participants, meanwhile, have filled an entire page of the stadium, with thousands of Berisha supporters in two main stands.
According to the procedure, if this quorum votes to change the statute, then the decision takes effect, as it is voted by over 50% of the delegates.
