The Special Prosecution Against Organized Crime and Corruption has brought 17 officials of the State Cadastre Agency to trial.

The Special Prosecution Against Organized Crime and Corruption in Tirana, on the basis of the investigative material sent by the Local Police Directorate of Tirana, has registered the criminal proceeding No. 116 dated 20.04.2021 for the criminal offense “Active corruption of persons exercising public functions”,“Passive corruption of persons exercising public functions”And“Exercising illegal influence on persons exercising public functions”, Provided by articles 244, 259, 245 / 1,2 and 25 of the Criminal Code.

During the investigations carried out in relation to this criminal proceeding, data have resulted that citizens Besnik Hyka, Ilir Ahmetaj, Gëzim Bazha, Gazmend Canaj, Admir Burri, Neritan Bablusha, Panol At Nikolla, Ivi Cico, Fjoralb Demiraj, Shpëtim Bakia, Bedri Halili , etc., are involved in illegal actions consisting mainly of:

  • in the promise or provision of irregular material benefits for the performance of actions related to the duty of public servants.
  • in seeking / accepting material benefits related to the performance or non-performance of actions related to their duty.
  • in exercising illegal influence on persons exercising public functions, in order to perform actions in regular non-fulfillment of duty.

From the totality of acts and evidence administered during the investigation, such as telephone interceptions, data extracted from the examination of the defendants’ mobile phones, practices administered by the ACA and other written acts, it is proven that the defendant Admir Burri in cooperation with the defendants Gazmend Canaj and Neritan Bablusha in some cases have exerted illegal influence on state employees and in some cases have offered monetary benefit to perform or not to perform actions related to applications / requests made by different citizens, to receive different services cadastral.

The investigation shows that the illegal activity of the defendants Gazmend Canaj, Admir Burri, Neritan Bablusha, Ivi Cico, Fjoralb Demiraj is extended in time and has continued uninterruptedly, being involved in several illegal episodes that are mainly related to their mediation with various citizens and employees of ACA, such as the defendant Panol At Nikolla, acting Deputy Director of the Local Directorate of ACA Tirana Rural 2, to expedite the procedures for obtaining cadastral services and equipping with ownership documents, against corrupt interaction.

At the end of the preliminary investigation, the Special Prosecution Against Corruption and Organized Crime on 25.01.2022 has sent for trial the criminal proceeding no. 116 dated 20.04.2021 against the defendants:

  1. Panol At-Nikolla, accused of committing a criminal offense “Passive corruption of public officials”(six times) provided by 259, 259/1 and 259/2 of the Criminal Code.
  2. Sazan Gorishova, charged with committing a criminal offense “Power abuse”committed in collaboration provided by 248 and 25 of the Criminal Code.
  3. Eni Sejdinaj, accused of committing a criminal offense “Power abuse”committed in collaboration, provided by 248 and 25 of the Criminal Code.
  4. Klevis Kotorri, accused of committing a criminal offense “Power abuse”committed in collaboration, provided by 248 and 25 of the Criminal Code.
  5. Elton Gavoçi, accused of committing a criminal offense “Power abuse”committed in collaboration, provided by 248 and 25 of the Criminal Code.
  6. Admir Burri, accused of committing criminal offenses “Exercising illegal influence on persons exercising public functions”,(twice), committed in collaboration provided by Articles 245 / 1,2 of 25 Criminal Code and “Active corruption of public officials”committed in collaboration (six times), provided by Articles 244, 244/1, 244/2 and 25 of the Criminal Code.
  7. Gazmend Canaj, accused of committing criminal offenses “Exercising illegal influence on persons exercising public functions”(twice), committed in collaboration provided by 245 / 1,2 of 25 Criminal Code and “Active corruption of public officials” committed in collaboration (twice), provided by 244, 244/2 of 25 Criminal Code.
  8. Gëzim Bazha, accused of committing the criminal offense “Exercising illegal influence on persons exercising public functions”, committed in collaboration, provided by 245 / 1,2 and 25 of the Criminal Code and “Active corruption of officials exercising public functions”committed in collaboration, provided by Article 244 and 25 of the Criminal Code.
  9. Neritan Bablusha, accused of committing the criminal offense of “Exercising illegal influence on persons exercising public functions”(twice), committed in collaboration, provided by Articles 245 / 1,2 of 25 Criminal Code.
  10. Shpëtim Bakia, accused of committing a criminal offense “Exercising illegal influence on persons exercising public functions”, Provided by articles 245 / 1.1 of the Criminal Code.
  • Besnik Hyka, accused of committing the criminal offense of “Active corruption of persons exercising public functions”,committed in collaboration, provided by 244/2 of 25 Criminal Code and “Forgery of documents”,provided by Article 186/1 of the Criminal Code.
  1. Ilir Ahmetaj, accused of committing a criminal offense “Active corruption of persons exercising public functions”, Provided by Article 244 of the Criminal Code.
  2. Ivi Çiço, accused of committing a criminal offense “Active corruption of public officials”(twice) committed in collaboration, provided by 244 and 25 of the Criminal Code.
  3. Fjoralb Demiraj, accused of committing a criminal offense “Active corruption of public officials”(twice) committed in collaboration, provided by 244 and 25 of the Criminal Code.
  4. Bedri Halili, accused of committing a criminal offense “Active corruption of public officials”committed in collaboration provided by 244 of 25 Criminal Code.
  5. Miguel Caka, accused of committing a criminal offense “Organization of illegal lotteries”provided by 197/1 of the Criminal Code.
  6. Ergus Struga, charged with committing a criminal offense “Organization of illegal lotteries”provided by 197/1 of the Criminal Code.
