The Democratic Party on Saturday morning denounced the Ministry of Health for corruption with pandemic tenders, emphasizing that according to a report published by the Organization Together for Life, it is revealed that over 55% of tenders held from 2016 to December 2021, had only one operator participating in the race.
In a statement to the media, Gazmend Koduzi calls on the SPAK to investigate the corrupt tenders of the Government, which according to him are increasingly disabling the service to citizens and are impoverishing them.
He points out that even where open competition was used, it was not realistic, as the criteria were designed to favor companies affiliated with the contracting authority.
“Since the beginning of the pandemic, the health authorities conducted 198 procurement procedures on the provision of Covid-19 worth over 35 million euros. Half of them were made with only one competing operator, who benefited from the limit fund. From March 2020 to May 2021, health institutions contracted 60 companies to supply pandemic-related materials, 11 of which were secretive, a procedure that allows the government not to make money transparent and to hide abuse.“, Said Koduzi.
According to him, the report singles out direct procurement for the purchase of 54 respirators with 1.1 million euros, of which a company that won the secret contract brought only 5 respirators.
“Abuse of health tenders is also reported in the Transparency International report, which states that the government has used the Covid pandemic as a pretext for not providing information on public spending, and the IMF says that emergency procurements to deal with the pandemic were not transparent“, He showed.
For him, corruption and abuse of tenders has been a constant concern for international institutions.
“The European Court of Auditors has stated that in Albania 30% of public tenders are predetermined. We call on SPAK to investigate corrupt government tenders which are increasingly disabling and impoverishing citizens.“, Said Koduzi.
