Domestic violence is one of the most serious social problems in Durrës.
Statistics show a progressive increase in cases, while denunciations of a systematic violence against victims, mainly women. Lawyer and activist Rezarta Agolli shows that the problems and needs for continuous protection against women are numerous:
“The problems are many and start from the police, the court, the municipality and the entire defense mechanism. The work can not be done only by associations. “The Women’s Empowerment Network supports them throughout Albania, but first the police must support them by drafting an order for precautionary measures.”
According to the lawyer, there are a number of problems that further aggravate the position of women. Denunciations often receive a delayed response. They are repetitive and reciprocal, while the same court appears contradictory in its decisions.
“For the basic role officer in the state police it is a big job that takes time and then these orders (for immediate protection measures) must be signed by the chief of the police station, so it is easier for them to complete a form for issuing an immediate protection order, which after 20 days is terminated by the court. The court does not hear the parties for more than 5 minutes. A woman is sometimes a victim and sometimes a rapist. So do men. “It is the duty of the court to identify the victim.” says the lawyer.
During the last year, 735 cases were registered in the Durrës police, for which 608 orders were issued for immediate protection measures. Meanwhile, in the court of Durrës only during the period January-September 2021, 400 immediate protection orders were issued, while 97 cases of domestic violence were tried.
