The Minister of Agriculture and Rural Development was today in Shkodra where she closely followed the process of issuing an oil tax card without excise for farmers benefiting from the oil support scheme that began to be implemented on January 15 this year.
One of the most important processes of the government program has started, the issuance of the card for oil without excise, without circulation tax and without carbon tax, which means for every farm that carries out mechanized agricultural processes in every 100 liters of necessary oil, Get 54-56 liters for free. But every farmer must be equipped with NIPT and link his activity with an agricultural plot. According to this scheme, individuals and associations of agricultural cooperation benefit, who carry out agricultural activity and have ownership or use, agricultural land over 0.4 hectares and a plot of more than 0.1 hectares.
The first applicant farmer in the e-albania portal, for the oil card, is Kujtim Lamthi from Gruemira of Malësia e Madhe. Kujtim applied on the morning of January 15 immediately after the call to be part of the process.
“First of all, thank you, Minister, for me today it was confirmed that the oil support scheme worked. I have also participated in other subsidy schemes such as medical insurance. My chance is that I was probably the first in both applications thanks to my son who uses technology but it does not mean that I or others do not know how to use the system.
With those problems that may be in the beginning that are the initial stages, but that show that agricultural policies work and are in support of farmers and the development of the country. I believe that we do not have the luxury of leaving the land uncultivated, we have to work but also the responsibility of the ministry and state policies is to help the farmer.
This is one of the great aids that is being given to us to use oil without excise or tax, and the state subsidy given to us by the Ministry of Agriculture is a great help. “- said Mr. Lamthi after the withdrawal of the card his.
Meanwhile, the Minister of Economy on this occasion said:
“Thank you very much Kujtim first because we baptized you in a way to name the baptizer of the scheme, because you were the first to apply on January 15 at 07:15 in the morning. I understand that it is the merit and bit of the younger generation, who knows very well the new technologies that are happening.
In fact, you have become inspiring for others, because they have applied on the e-albania portal and others without the help of AREB offices, although in these offices farmers constantly come to ask for help to apply for the oil scheme.
I assure you first that national support schemes for agriculture are ongoing. In the middle of March we will have the reopening of the national support scheme, which will continue to think the same as yesterday, in order to have a sustainable development of the agricultural sector in three directions and we have agreed that they should be a priority. which is very important.
The second thing I want to emphasize is that during these 4 years we have worked hard for irrigation and drainage. Irrigation and Drainage are again the priorities of the government. We have submerged the arable land of 255 thousand hectares but it is not finished as a process because the land we have to work is more.
So this year investments are planned to go to irrigation and drainage which is important. The responsibility for irrigation and drainage is shared between the MARD and the municipalities, for which we must keep in mind that we have decentralized maintenance but we have also given the opportunity to develop it with special programs.
What I want to strengthen is that MARD always has a voice for your needs and this is done thanks to the interventions that the AREB office has. “Because there are Regional Extension offices here where you have to work hard to address the problems that come from this area.”
The oil support scheme will provide for farmers registered with NIPT free oil, without excise, without circulation tax and carbon, according to the structure of the crop they have and the mechanization they make on the area planted with a certain agricultural crop.
For the first year, in total this program will cost the state budget 950 million Lekë.
