Presidential and parliamentary elections are taking place in Kosovo today, where there are also Kosovo Albanians, who intend to be part of the Serbian parliament after these elections.

The leader of the list, the Coalition of United Albanians, Shaip Kamberi, said in an interview with Top Channel, that they should win at least three Albanian deputies and sit in the Serbian parliament, to represent Albanians in their fight for denied rights.

Speaking about the election process that is going on towards the end, he said that there are a number of reasons that have influenced the low voter turnout, but he expects the results not to be disappointing. He stressed that Albanians should be represented in parliament to raise the level of rights of Albanians, eliminate discrimination and the many problems that have plagued them for years.

Journalist: Mr. Kamberi today is held the presidential parliamentary elections in Serbia. So far you have been the representative of the Albanians in the Assembly of Serbia, what do you expect from these elections.

Kamberi: As we have stated, Albanians do not participate in the presidential elections, none of the candidates in Serbia for president had any interest in something in the interest of minorities, so we refused to support those elections. Parliamentary elections, Albanians participate with two lists, which aim at representation in parliament, to commit to raising the level of rights of Albanians, eliminating discrimination and many problems. Non-integration into state institutions and passivity, a very recent problem that is reducing the number of Albanians in the Presevo Valley, has almost led to ethnic cleansing.

The issue of non-recognition of young diplomats studying at the University of Kosovo and numerous problems, to be in the focus of the future MP.

Journalist: Mr. Kamberi, does the division into two lists reduce the possibility of representing Albanians in the Assembly.

Kamberi: For the ordinary voter it would be more common to orient in a list of course, we failed to have a joint agreement but there are some elements that are affecting the low number of Albanian voters. The first, may be an element although the lists should have the legal possibility of using the bonus and plus 35% of the votes it collects that can eliminate the negative consequences in this regard. The other issue is the month of Ramadan, people have started voting late, the voting will end earlier, this is an absence and another element. We have a larger number of Kosovo Serbs who have come and are causing a stir in the city and voting, and this is an element that people are reluctant to. This measure may be prone to incident. It is also this element that is affecting a small number, but by the end of the schedule we hope to achieve our goals.

Journalist: You mentioned the passivity of settlements for the citizens you have to ask for and to be more vocal, we talked to the citizens and they told us that this is one of the main concerns. There are people living in Kosovo whose documents are taken away, but there are others who have come from European countries who say that the biggest game is assimilation and this has pushed them to vote.

Kamberi: Assimilation is an administrative process. The problem is that it is being treated selectively only towards Albanians and our municipalities. It aims to reduce the number of Albanians in Medjevo. This also affects the mandates in the Assembly that Albanians can receive, where out of 8, they have received 3. This is a topic that is prohibited in the constitution of Serbia, therefore it should be the main topic of all Albanian politics. Engagement is also needed from Albania, which is a member of the Security Council, and other mechanisms.

Journalist: Has the passivity of settlements also affected the participation of Albanians in these elections.

Kamberi: Today I was informed by some people who have valid documents and are not in the voting register. Our office is verifying the citizens if they are found. We had some cases that turned out not to be, if they have valid documents and are not in the register, they will not be able to vote so the impact is direct. It is a topic that deserves greater treatment and can only be resolved if we cooperate with Albania and Kosovo and the international community that should put pressure on Serbia to stop this practice that is depopulating Albanians in the Presevo Valley.

Journalist: Citizens are not voting for the presidential election, but another Albanian candidate, Mr. Arifi has voted for the presidential election. Could this lead to the disintegration of Albanians or conflict between Albanians. Is there a possibility that Mr. Arfiti has a cooperation with the current president that could lead to the detriment of Albanians.

Kamberi: Creation of a multi-party system in Serbia, Albanians have participated only once in the presidential elections in the 90s, when the candidate was Sulejman Ulani and we have supported his candidacy. At no other time have we supported the candidates coming from Serbia. As a parliamentary list, we parties have openly said that citizens should not vote for president, as none of them has a clear program that talks about the future of minorities. How they respect the rights and standards of the EU and none of them has expressed interest in seeking our support. That is why we have decided not to vote for someone who will not deal with us. What is the reason that Arfi and his list support, I have no information. The fact that we do not have a common list, here lies the reason. When we met with other parties, they did not like my approach and they asked for pragmatism. This is to cooperate with Vuçiç and vote for him, the leader of a party that is the author of the Serbian world, of that political concept that in two years the latter is destabilizing the Balkans. There is no clear concept and it is the first government that went to address the Albanians. I do not see a serious motive for voting for Vuçi., Except for the calculations that there will be an agreement after the elections. I do not believe that today there can be incidents between Albanians, for me it is important that Albanians boycott the list. Let’s see what the elections will bring, it is important for us to win the mandate of deputy. We will not sit with any government, with any of the presidents, as they have no clear program of what should and how they will address the demands of Albanian politics.

Journalist: Due to Aleksandër Vuçiç, there was no cooperation between Albanians that ended up in two lists. Your language is seen by Albanians as powerful but has prevented Albanian parties from cooperating.

Kamberi: I had an extraordinary coverage from all media, even the independent ones in Serbia. There has been no occasion for the parties to have had remarks from my speeches. Before creating the list, for building the list, it is the political concept that we promoted. This pragmatism is being seen as giving a vote to Vuçiç and for us it was unacceptable to have a common journey with those who will join Vuçi., After having a clear program for the Albanians. We can not reduce the demands of Albanians and we can not agree with some benefits, to the detriment of the demands of Albanians. Some of the issues we are willing to discuss, but not the appointment of an Albanian to the Belgrade offices without any impact.

Journalist: Is there an opportunity for Mr. Arifi to have a cooperation with Vucic after the elections. If he comes to the helm of the presidency, what does this mean for Albanians.

Kamberi: When a citizen votes in local elections, he talks to the parties and asks for something to give them votes. Parties seek coalitions and have their own interests. To vote for someone in vain is illogical. The vote against Vucic means that there have been conversations of which we are unaware. When we asked if there were any offers from the government or Vucic in Serbia, we did not receive an answer. If the vote is being cast in vain today, I think it is a fatal mistake. If there is an agreement, it is good for the public to know. There are parties which for years have failed to do anything serious. For the presidential election, they invite Bosniaks to vote there. The Presevo Valley is also moving in that direction. Some parties are not recognizing Serbia, they are only complaining, but there are parties that want to talk about solving problems, which should be solved as soon as possible. I hope that if there is an agreement, it leaves the solution, but recognizing Serbia, I doubt it. Whether there is agreement should be known. To vote for a presidential candidate without a single sentence for Albanians is naive.

Journalist: What does the coming to power of Aleksandar Vuçi. In Serbia mean for the Albanians, especially in the areas where the Albanian majority lives? Is it a continuation of ethnic administrative cleansing, what will be the benefits and non-benefits of Albanians if he comes to power.

Kamberi: Vucic has been in power for 12 years. He has coordinated the state secret services and for 10 years, the situation for Albanians has only degraded. We have been deprived of many regional state institutions that have been in Presevo. The level of human rights has degraded, as he has expressed open hostility to Kosovo and we are hostage between two countries that clash with each other. The situation will worsen if he comes to power. The only good opportunity will be for the dialogue to accelerate, but Serbia will not want it. It is non-political changes that will force him to change his approach. The EU has tolerated Serbia reviving the policies of the 1990s. We have come to the Serbian quota, wherever there are Serbs, the influence has increased. Vucic’s arrival will surely worsen the situation, only if the EU intervenes to speed up the dialogue. Only US and EU intervention is expected.

Journalist: What is your goal, how many seats are Albanians expected to have in the Serbian parliament?

Kamberi: The goal from the beginning has been in three seats, we are the three main parties that have a regional reach. We will see how we proceed, we will have to wait. If we manage to get as many seats as possible, we can continue the policy of resistance by demanding our rights, which are based on standards supported by the EU.
