The socialist majority thinks that the depoliticization of election commissions, the immigrant vote and the fight against electoral corruption are the three most necessary elements of electoral reform.
The chairman of the Socialist Party parliamentary group, Taulant Balla, said that Albania needs a complete electoral reform that would address all the recommendations of the OSCE / ODHIR report.
In his speech, held at the National Conference on “The need for a comprehensive electoral reform”, Balla stressed the importance of the three elements which, according to him, must necessarily be part of this future electoral reform.
The first element is the need to overcome the meaningless tradition and the need to depoliticize election commissions, which I believe continues to rank us as the unique case in the world. He stressed that depoliticization is a step traditionally required before any electoral reform by international partners and in particular by ODHIR experts. Balla stressed that with the recent reform, Albanian politics failed to address these recommendations.
The second element is the vote of Albanian emigrants and which according to him is one of the strategic objectives of the Socialist Party and which is related to the environment and the framework for the conduct of elections in Albania. He was careful to point out that this is a comprehensive process and that the will of the Socialist Party alone is not enough.
The third element is electoral corruption, according to him, compared to the past has shrunk significantly, but still remains a concern.
The leader of the socialist group stressed that the strong rules, established in the election campaign of the last general elections provided a strong basis, to have an even better electoral process.
“Equally important is the structural transformation of the state organization in the second level which has marked a colossal step in the fight against corruption and has brought a drastic reduction of this phenomenon, which in the second level of government for the sake of truth has been very prevalent. In the new conditions enabled by the electoral reform it is a little but certain that we have a much healthier and much more favorable basis for conducting elections with a higher quality“, He said.
For him, the Special Parliamentary Commission on Electoral Reform will enable the reflection of all the recommendations left by the OSCE / ODIHR to enable the organization of the forthcoming elections with higher standards than the previous ones.

The Socialist Majority and the Democratic Party on February 10 in the Albanian Parliament managed to find a common language for the approval of a Special Commission for Electoral Reform.
Recall that in October last year, the DP filed a request seeking the establishment of a special commission for Electoral Reform. The request, signed by 10 deputies, states that the Commission has the task of drafting constitutional changes and the electoral legal framework to address the recommendations of the OSCE / ODIHR reports on the April 25 elections and previous unresolved elections.
The request also states that the Democratic Party has found 5 serious violations that undermined the democratic process of the April 25 parliamentary elections related to vote buying, illegal use of personal data and unilateral changes in the constitution and the electoral code. which led to the abolition of coalitions.
The Democratic Party has publicly contested the election process held on April 25, 2021, calling it an “election massacre”.
