Skavica, one of the largest energy projects in the country, according to environmentalists is devastating for Dibra.
A group of environmental associations gathered this Friday at an awareness conference on the Skavica issue and according to them, its construction would drown 32 villages with over 12 thousand inhabitants and over 700 hectares of agricultural land.
According to them, the catchment area would divide Dibra into two parts, while the social and environmental impact will be very large.
One of them, Farzileta Gjika, who is an environmentalist from the US, points out that such projects can no longer be built in the US for more than 100 years, but can also be canceled.
For the researcher Përnezha, the important thing is to sensitize the population and take the case to court, because according to him, only the latter can cancel this destructive project for Dibra.
Recall that the Government approved the draft law on the contract with the company Bechtel for the construction of the Skavica hydropower plant, a major project that will be supported with 500 million dollars by the US government for its construction.
According to the draft law, the contract will be divided into two phases, where the first phase includes the preparatory one and the company’s proposal to the contracting authority, while the second phase of the contract consists in the design and construction of this energy work.
After the presentation of the Skavica project in June, the Minister of Infrastructure Belinda Balluku and the US Deputy Assistant Secretary of State Kith Krack signed in Tirana a memorandum of cooperation in October last year, where they agreed that Bechtel company, in addition to design and construction, would enable financing the project through a soft loan of $ 500 million.
