An undeclared company in the state bodies performed works as subcontractors in the houses damaged by the earthquake in the area of Shijak.
“Priam 20” was not listed in the registers of the Albanian Development Fund, but despite this it carried out the construction of individual apartments in the neighborhood “Popular” in Shijak. The investigative show “Fiks Fare” proved in May 2021 the mistakes of the construction of individual houses, where an 89-year-old “engineer” showed that the firm was performing poor work. Even the concrete strip between the walls were not connected to the columns.
At that time, the journalists of “Fiks Fare” contacted Mr. Besim Uruçi, administrator of the company “Priam 20”. He said that the working group that had carried out works at the apartment of Mr. Yzeir Beqiri, 89 years old, had made many mistakes and that he had evicted them. In May 2021, Mr. Uruçi promised the apartment owners and journalists that he would resume work and finish it in a few weeks. But what happened after this promise? Fiks Fare went again to Shijak, to Mr. Yzeiri’s apartment. State? The same! No bricks were laid. “They left the works in the middle, he neither destroyed nor repaired them. During this time, 8-storey buildings have been built, while the 1-storey apartment has not been built “, says Yzeiri.
In May 2021, Mr. Uruçi said he would repair all damage. But, a few months later, the same person says he quit that job. Unlike the first time, Mr. Uruçi claims that he was a subcontractor and submitted the work. Journalists ask him why he left them in the middle and which company has it, while he answers that they should get the information from the Municipality of Shijak.
Together with Mr. Yzeir Beqiri, the journalists go to the Municipality of Shijak, where they meet again with the Deputy Mayor Shpresa Domi. She says that the municipality has only included it in the budget to become that house, while the tender was made by the ADF. Asked which company carries out works in that area, Domi claims that “we take over the house and we have no right to supervise the works”. Even the deputy mayor this time did not remember the name of the firm nor the deadline when this apartment should end.
After this answer, Fiks Fare became interested in the Albanian Development Fund, asking why the works were left in the middle and which company won the tender for the construction of individual apartments in the neighborhood “Popular” in Shijak. In response, the Fund says that in the neighborhood “Popullore” entrepreneurs of works are the union of operators Kevin Construksion, Pepa Grup, Kompani Riviera 2008 and Mela shpk. Meanwhile, the supervisors of the works are the firms Infra Konsult, Drikons and Atelier 4. According to this letter, the Albanian Development Fund has a direct contract with the entrepreneur and our declared subcontractors, regarding the communication of Fiks Fare with the firm Priam 20 on May 26, 2021. So , the works performed by the company Priam 20 have not been declared!
Meanwhile, regarding the cessation of works in the elderly’s apartment, the ADF says that the works have been suspended, as no agreement has been found between the firms and the owner of the house. Consequently, the issue remains pending.
