The village of Dvoran is about 6.5 km from the city of Korca where about 500 families live. All deal mainly with apple orchards and other orchards. The problem of the inhabitants of this village is that the water coming from the Gjanci reservoir is being abused by two small HPPs who have reduced the level of this reservoir and the inhabitants are afraid that the same story will happen as years, when the apples were left without developed for water reasons.
After the concern of the residents, Fiks Fare asked the director of Public Services in the Municipality of Korça. Director Ilir Dinellari said that he was aware of this concern of the residents, as the Gjanç reservoir that in its construction had the sole purpose of irrigating agricultural lands.
He explains to Fiks that for this reason they are in constant contact with the Drainage Board, to limit the production of energy in this H / C which should reach a maximum quota of 18 million m3 while the value today is 15.6 million m3.
“In our opinion, they have produced irregularly, because the maximum quota should come, then with the surpluses, they should start producing. We understand that it is the season of energy production, but not to endanger the irrigation of farmers in early spring and summer “concludes Mr. Dinellari.
Fiksi was also interested in the Directorate of Irrigation and Drainage Korça, where the director Gentian Aliçkolli claimed that the Gjanci reservoir is administered by them. Mr. Aliçkolli claims that agreements have been made with the concessionaire and the Municipality of Korça regarding the irrigation of lands, explaining the irrigation season which is from May 15 to September 15. H / C is located at the end of the reservoir pipeline. So, it means that if the reservoir gates are opened, for the irrigation of the farmers’ lands, the water will necessarily pass through this H / C, this is the irrigation scheme of that reservoir.
The act-agreements that we conclude with the Municipality, and with the concessionaire, are approved by the Ministry of Agriculture and Rural Development and at that moment it enters into force ”explains Mr. Aliçkolli. Regarding the production of energy in the largest capacities by the concessionaire of H / C, the director says that they have a causal that for the safety of the dam, when the capacity of the dam exceeds 15.5 million m3, the concessionaire has the right to make a request. for opening the gates, but not to bring down the level below the quota of 15.5 million m3. It is not normal if we have too many inflows that the two dams stay under such great pressure. The gates are open because there have been many feeds since the beginning of April.
“We have received their concerns through the Municipality of Korça since 20. We have made official documents, with the concessionaire that the primary is irrigation, and then energy. We manage the water in the reservoir, the water management is done by the municipality and if there is a loss in the canals it is not our responsibility ”concludes the director of Korça Drainage, passing the ball to the door of the municipality.
