Fiks Fare made an observation on some of the most frequented beaches in Albania, starting from Velipoja, Durrësi, Golemi or beaches in the South of Albania.
Vacationers and residents complain about the presence of mosquitoes, which have not yet been sprayed this year. At the request of the Public Health Institute, the Centralized Purchasing Agency has opened a tender with several lots, but the procedures have dragged on and on. The fund for mosquitoes is 79,238,120 ALL without VAT, or with VAT about 800 thousand euros, but the winner has not yet been announced. In PIH’s own documents, it is written that the spraying should have started at the beginning of April. July is coming and it hasn’t started yet. On the other hand, the Municipality of Divjaka has allocated 11.2 million new lek for the spraying, overlapping the tenders, but even in that area, vacationers complain about the presence of mosquitoes.
The high temperatures have brought flooding to the beaches of Albania. Foreign and Albanian vacationers have “occupied” mainly the coastal areas, starting from Velipoja and ending in Ksamil. Local and central officials have started to make the first comparisons, showing the figures of how many places have been visited. But, in these areas, the first problems have also started, as a result of bureaucracies. Fiks Fare made an observation about the presence of mosquitoes on several beaches in Albania, starting precisely from Velipoja. Vacationers, mainly from Kosovo, complain about the presence of annoying insects. “I am an agronomist. The spraying should have started. They are always ‘struggled'” says a vacationer, while others claim that there are some areas where no hand has been taken and everything is left to the mercy of nature.
But how is the situation on the other beaches, starting from the areas most frequented by vacationers, Durrës beach, Golemi beach, etc. Even in these areas, residents complain about the presence of annoying insects. “In the evening they flood. We have taken protective measures, but the state should have remembered” they say, while others claim that so far they have not seen any means that can spray them. Fiks Fare spoke with Mr. Alfred Dhuli, Director of the Municipal Enterprise in Plazh. He said that the Municipality of Durrës has made a tender for spraying the beach, but now they are waiting for the big tender.
But who should fight this insect, whose presence has often led to the abandonment of coastal areas?! The Institute of Public Health and the Ministry of Health have in the past held tenders for spraying against mosquitoes, or as they call it “disinsection of coastal and urban areas”. Hundreds of millions of Lek have been allocated for the spraying of mainly coastal areas, but there have been numerous complaints from residents and vacationers.
In the first part, vacationers and residents showed that even in 2022, there are the same problems. But has spraying or disinsection started? And how much money has been allocated from the state budget? Fiks Fare has secured the tender documents opened by the Centralized Purchasing Agency. According to a document, the procedures were opened in APP on April 22, 2022. According to it, the object of the tender is “disinsection service” divided into 4 lots. The first lot provided for “disinsection service in coastal and urban areas, Shkodër, Lezhë Districts”. The second disinsection in Tirana Durrës districts, the third in Fier District and the fourth in Vlorë District. The fund, of the four lots, is 79,238,120 ALL without VAT, or with VAT about 800 thousand euros.
The document states that the deadline for submitting and opening bids was May 26, 2022, but when we are at the beginning of July 2022, the winner has not yet been announced. As a result, the areas that should be sprayed are under the “power” of mosquitoes. Fiksi also provided the accompanying documents, where it is written that the agreement is for 24 months, where it is foreseen that the areas from Shkodra to Ksamil should be sprayed, including the entire coastal area and some urban areas such as in Shkodër, Lezhë, Tirana, Durrës, Fier, Vlorë . Meanwhile, lot 4 also predicted the spraying on the beaches of South Albania, even the urban area of Saranda and the National Park of Butrint, and the surrounding areas in Vrina.
Fiksi browsed the documents published by the state institutions themselves, where it is written that “the mosquito disinsection process that will be implemented in 2022-2023 will be based on a prevention and control program, which aims to reduce the density of mosquitoes in selected areas through control of larvae”. According to them, surfaces where positive centers for the presence of mosquito larvae will be found in urban areas, public and private spaces, in lagoons, national and public parks, canals, marshes, wells, basements and septic tanks will be treated.
ISHP writes that in urban areas, the tiger mosquito is also a concern. According to her, based on the entomological monitoring carried out so far using “ovitrap” traps the tiger mosquito is present with well-stabilized populations in Tirana and the entire coastal area from May to October. So starting in May! But aren’t we at the beginning of July and the spraying hasn’t started yet?! Here is what the PIH writes; In the wetlands of the coastal areas, the disturbing species that teach at sunset from the entomological monitoring so far have resulted in several types of mosquitoes, which can be moved at a distance of 20-40 km. Anopheles mosquitoes, vectors of malaria, among which An. sacharovi has been the main competent vector for the transmission of malaria in our country.
So, in the absence of an early disinsection, Albanians are also at risk from the spread of malaria! But when should they be sprayed?! “The mosquito disinsection process expected based on previous experiences usually takes place from April/May to September/October” writes ISHP!
However, as we wrote above, the spraying has not only not started, but there is no sign of the tender procedures. The bureaucracies have brought vacationers, in addition to being insulted by mosquitoes, to be at risk of diseases that spread easily. Fiks Fare became interested in the Institute of Public Health, an institution that has made tenders in the past and had to prepare the tender documents announced by the Centralized Purchasing Agency. Fiks Fare journalists contacted the director of the PIH, Mrs. Eugena Tomini, who says that the PIH has done the procedures on time, sent the documents to the Centralized Purchasing Agency and are now in the tender stage. According to her, the tender has several procedures, which is why it has been extended in time.
Although the 800,000 euro tender includes the spraying of urban and coastal areas in Divjaka, the municipality of that city has accelerated another tender and allocated 11.2 million lek for the disinsection of that area. But despite the fact that this money has been spent, vacationers and residents still complain about the presence of mosquitoes. “There is a large presence of mosquitoes. We have not seen anyone to spray them” say the vacationers, who even this year, although a large sum of money has been allocated, are still in the “war” with mosquitoes.
