The objections of the international and the domestic factor will not stop the government from implementing the fiscal and criminal amnesty.
This is what Prime Minister Edi Rama expressed, who harshly attacked especially the chambers of commerce that have criticized the initiative.
A few days ago it was the American Chamber of Commerce and the German Chamber that also raised their concerns that the amnesty could bring the risk of money laundering.
“I have to tell all our friends. Mutual respect is the A of my work in the function of governance. with respect, any idea can be rejected, do you treat Albania as a country with a tail, while the amnesty is done in order, this is nothing right, nor the right thing, nor the thing that values the almost unconditional respect that Albania has towards its partners. To carry chambers of commerce with flags of partner countries and to make lightning sheets for this government initiative is just a lack of respect”, Rama said.
The European Commission has already given its opinion on the new amnesty law, not even agreeing with the new changes. According to the European institution, the amnesty weakens anti-money laundering controls and could turn the country into a fiscal haven.
Finances and justice structures will cooperate closely in the implementation of this amnesty. Government representatives declared that the country has all the capacities to make a full amnesty, which benefits not only citizens and businesses, but also the state budget.
The amnesty is expected to be implemented for a period of 9 months and the ceiling set for the voluntary declaration is 2 million euros. This fiscal and criminal amnesty is aimed at addressing undeclared assets, be it money or property, reviewing the financial statements of businesses.
The draft law provides that the declared assets should not be transferred abroad for a period of 5 years, otherwise those who do not respect the established deadline must pay a penalty of 30% of the amount transferred.
The consultation process is expected to take time and the law, according to the government, may pass through parliament in the next parliamentary session.
