Fiks Fare denounced on Monday evening the actions of the Municipality of Dibër, where it has given 4 tenders for an irrigation canal and the canal has not been put into operation yet.
In Fiks, a citizen complained that an irrigation canal near the city of Peshkopi has not existed for 30 years. The canal enabled the irrigation of agricultural lands in the Dobrovë neighborhood in Peshkopi, while the Municipality of Dibra has so far made two tender procedures for the rehabilitation of the Lixha-Dobrovë canal. According to the citizen, some companies have done works, but they have done them part by part. According to him, the works are poor, in some places the canal has been destroyed.
Fiks reporters looked closely at the irrigation canal and showed through footage that in one place there is hill collapse despite the canal. The firm has installed a plastic pipe which is pressed and does not allow water to pass from one side to the other.
In another place, near the city cemetery, where according to residents, the canal is not made sloping to allow water to pass, but the water bounces back. It is in this place that the canal ëmb collapsed
Fiks Fare has provided the documents of the two tenders, where initially in 2018 an amount of 2.5 million new ALL was allocated. The winning firm had to make the channel in 20 days. Meanwhile, 1 year later, respectively in 2019, the Municipality of Dibra opened the same tender for the rehabilitation of the irrigation canal Lixha-Lagja Dobrovë, this time with a limit fund of 7 million ALL. The winner was announced the company Kevin Konstruksion with a value of 5.6 million ALL. Again the deadline was 20 days… but, although over 8 million ALL were spent, there is still no water on agricultural lands.
Fiksi was also interested in the Directorate of Agriculture and Forestry. The director in an interview for the landline shows that two tenders have been made for this channel. According to him, the first tender was only for a part of the channel, as there was no funding. Meanwhile, the second tender was made for the completion of works, but again the water does not go to agricultural lands. He says that the municipality has not yet received the canal due to defects, but claims that the municipality has kept a guarantee that is 5% of the total value, or 280 thousand new lek. The director says that with this fund a new tender will be made for the rehabilitation of the canal. But when the journalists ask him again for a tender for the same channel, the director claims that he will make it an existing company !!!
While the tenders have not ended with that, as the demolished part of the canal has been introduced in another tender, where they have added it as a voice in the rehabilitation of existing canals throughout the Municipality of Dibra…
