The end-of-year holidays have also reserved a reward for the employees of the Special Appellate Panel. The decision was taken by the Council of Ministers and according to him it is determined that the remuneration, for which there was no special fund, should not exceed the level of a monthly salary.
The financial effect of the remuneration will be borne by the fund that the College owed to the staff salaries, according to the 2021 budget, which states that the fund was smaller than its needs to pay employees according to the organic structure, a problem that recovered only in October this year.
Also, since the fund is unnecessary, it was decided at the meeting of judges to exclude judges and advisors of the Legal Service Unit from the remuneration.
Decision:
The Council of Ministers with decision no. 801, dated 20.12.2021, for a change in the decision of the Council of Ministers no. 929/2010, “On the creation and use of the special fund”, decided that the employees of the Special Appellate Panel can receive a reward that does not exceed the level of a monthly salary. According to this decision, the financial effect of the remuneration must be borne by the fund that the College had for the staff salaries, according to the 2021 budget.
We would like to inform you that the Special Appellate Panel with the annual budget law for 2021, has been approved a fund for staff salaries less than its needs to pay employees according to the organic structure approved by the Albanian Parliament, problematic this, which was recovered only in October of this year.
Under these conditions, the fund intended for the salaries of the staff of the College, it was impossible to have surpluses, which allowed the possibility of remuneration of judges and all its employees. Relevant executive institutions have been informed by the treasury system, but also officially by the College about the situation of the staff salary fund in December 2021. The only surplus in this fund, at the time of approval of the aforementioned decision, was in the amount of 465 000 ALL, consequently without significant real effect for the employees of the College.
Because this unused fund is insufficient to enable remuneration to be granted to all employees of the College, the Meeting of Judges decided not to award remuneration under this decision of the Council of Ministers, judges and advisors of the Legal Service Unit. The amount of 465,000 ALL will be divided among the administrative employees of the College, in a gross amount of 25,833 ALL per person.
