There are two forms of university funding, mainly the salaries of professors are covered by the State Budget, while research, academic life, services and facilities are covered by the student fees they pay each year. The main authorities responsible for financial management are: the Board of Directors, the University Administrator and the Faculty Administrators.
The Board of Administration is the highest collegial administrative body, which guarantees the fulfillment of the mission of the higher education institution, its financial and administrative well-being. The board consists of seven members, employed on a part-time basis. Three Members, representatives of the public institution of higher education are selected by the Academic Senate and four Representatives members of the ministry.
Since most of the board members have no connection with the university, consequently their decisions have been far from the needs of the university. During the rallies of 2018, not only the mismanagement of money was denounced, but also the conflict of interest that members of the boards of directors had. They were people who worked in various ministries, were senior executives there and also some were politicized.
In response to the protest, the prime minister fired all board members and promised that the new boards would consist of senior public figures.
The Ministry of Education issued an instruction that one of the board members be elected by the students in order to strike a balance in decision-making and be monitored by the students themselves.
The composition of the Board of Directors is determined depending on the medium-term budget plan of the public institution of higher education. One of the representative members of the ministry on the Board is selected by the students, who nominate three nominees to the minister and the minister nominates one of them. Nominations submitted by students must meet the same criteria as other members of the ministry’s representative board. But the new boards were again approved by the Ministry, they were not public figures, the rest were appointed by the university itself.
“After some fictitious elections were elected where 1-2% of students participated in some universities, some professors and some prominent figures from the students were elected. But what happened was that the Ministry of Education did not select those candidates who voted for the students, but those who had an interest in electing them so as not to spoil the way the universities would spend in the future.
This fact confirms what happens even today with universities, the Ministry of Education has the majority of financial control in universities “said Rigels Xhemollari, Civic Resistance.
The Ministry of Education has been indifferent to this abuse. The Supreme State Audit told INSIDE STORY that at the end of January an audit was launched in Albanian universities regarding financial management based on the findings mentioned in this documentary. The audit is in its infancy.
