Currently the forests are administered by the municipalities, a part of which have set up their own inspectorates, while there is also a national inspectorate that monitors for illegal activities and the National Agency of Protected Areas that monitors national parks.
The National Forest Agency has also been newly established but it is still in its infancy. The involvement of so many institutions with fragmented competencies has made the situation even more difficult, shifting responsibilities.
“I consider it a fatal mistake because this is a special case and I can probably say it is in violation of the constitution of Albania because forests are public state property and serve all the people and can not take a municipality under administration. Forests are public property, they are not property given to a municipality that can do whatever it wants with them “Mehmet Meta, environmental expert
“We continue to experiment with forests, we are the only country in Europe where forests are administered by municipalities, while as a national asset they should be state” Abdulla Diku, Environmental Expert
While a negative balance has been recorded in the forests for years, the Ministry of Environment seems optimistic about the future. In the forest policy document 2030 this ministry has aimed to increase the total volume of the forest fund of about 11 million m3. Converted into regenerated forest area, this translates into 7,000 ha of revitalized forests or 550 million euros more in the contribution of this sector to GDP for the next 11 years. Ironically the forecast is optimistic for the increase of the forest fund, but the ministry has not even foreseen a nursery where new plants can be taken or cultivated.
“There is no state nursery but only private, but since funding has been low they are oriented towards decorative trees. “Paradoxically, the data are still taken from the Cadastre of 1985, which speaks of a reality that has disappeared.” said Elvin Toromoni, Faculty of Forestry
