The Competition Authority has opened a preliminary investigation into the company Noa Control that performs the control service of oil pumps.
This measure was taken against her after the complaint that 5 companies (Alert sh.pk, Ecit, Swiss Approval Albania, ST2 and MFM) have made to the Authority regarding the consequences brought to the market by the dominant position of Noa Control, which has the right of exclusive through a concession contract to provide this service.
According to the companies, Noa Control as a company with special rights is taking advantage of and abusing its position by offering not only the service of verification of fuel distribution instruments, but also other services such as inspection of oil deposits, issuance of technical certificates. for fuel processing and trading companies, which by law can easily be offered by other companies as well.
This behavior of Noa Control in the market estimates the Authority restricts competition in the market to the activity of the company will be investigated for a period of 2 years.
Meanwhile, in the midst of the oil price crisis in a country that is hitting consumers, the company Noa Control has recently asked the government to review the contract for a possible increase in control tariffs for oil pumps, which if it happens will add costs on citizens, for which the Minister of Finance himself has stated that there is still no decision from the authorities to approve the request.
Earlier, the Supreme State Audit Office raised its concern about the oil pump concession implemented by this company.
In a report published at the beginning of the year on the measures taken to protect consumers from weight abuse, KLSH concluded that the concession contract could create space for conflict of interest and the lack of a metrology expert to monitor the implementation of the contract does not provide security for customers on the quality of service provided by the concessionaire.
