The Assembly of Kosovo, with 68 votes in favor, has approved in the second reading the Draft Law on sending the Kosovo Security Force abroad. All political parties part of the Assembly of Kosovo have given their support to this draft law.
PDK MP Hisen Berisha, said that as a party they will support this draft law, but that there was a request for everyone to be cautious regarding the statements about the involvement of the KSF in various international operations.
“We must be prudent in terms of statements about the involvement of the Force in various international operations based on the operational capabilities we have. I think that this law deserves to be passed because it intensifies the role of the army in the foreign policy of the country, a role that will make Kosovo align itself with the states that support world peace, but never going beyond our operational capabilities that “We will support this peace,” he said.
Even the head of the AAK Parliamentary Group, Besnik Tahiri, referring to a statement by the Prime Minister of Kosovo about sending the KSF in case of an outbreak of conflict in Ukraine, said that they should be careful with public statements.
“He said it correctly, he said ‘whatever NATO deems necessary, we are of course ready’, but what we as a Parliamentary Group want to raise on this topic is that before we see what NATO envisages “for the KSF we must make our army NATO, to create the conditions of our army for NATO”, he said.
The Minister of Defense, Armend Mehaj, reacted to these statements, saying that participation in international operations is of great importance for the KSF’s entry into NATO. Regarding the KSF membership in NATO, Mehaj said that they are fulfilling all capacities.
“As far as participation in international operations is concerned, this has great significance for joining NATO, because this is a point that many other countries before us have passed these stages and participated in international operations. Military diplomacy has a great impact not only on the strength of the Force, capacity building, but also the interconnection of partnership with NATO countries and partner countries, because here is the military partnership through participation in international operations. As for the path towards NATO, we are in the process, we are fulfilling all the capacities, we have a transition plan and we are fulfilling it in cooperation with our partners, but here also the participation in international operations has meaning. “Great influence on Kosovo in military diplomacy but also in the participation of peace abroad, because we are no longer just consumers of security but also export security abroad,” he said.
In today’s session, the Assembly of Kosovo has approved in principle the Draft Law on Alcoholic Beverages, where in favor of this draft law were 60 votes, while there were four abstentions.
The Minister of Agriculture Faton Peci said that this draft law regulates the legal framework through general principles related to the description, presentation and labeling of alcoholic beverages, as well as the protection of geographical indications of alcoholic beverages. Also, with 68 votes in favor, none against and no abstentions, the Assembly has approved in principle the Draft Law on Agriculture and Rural Development.
In his reasoning, Minister Faton Peci, said that this draft law aims to implement the objectives, which include access to agriculture, strengthening the rule of law, easier and more efficient implementation of legislation in accordance with EU legislation and international best practices.
“This draft law defines national policies for agriculture and rural development, planning and measures of agricultural policies, measures for integrated agriculture, organic production, quality and marketing standards, database, registers, monitoring and reporting in agriculture. . “Institutional support for agriculture, administrative control, risk management measures in agriculture, restoration of agricultural production potential, social and economic partnership in the field of agriculture, as well as field inspection and implementation of measures”, he said.
Meanwhile, in the absence of the Minister, the Draft Law on Amending and Supplementing the Law on Waste has been postponed to the next session.
