The Municipality of Tirana, through the Parks and Recreation Agency, signed a cooperation agreement with the Ministry of Justice, regarding the implementation of alternative punishment for convicted persons to serve it by performing work in the public interest. This initiative is an innovation that will be piloted for the first time in Tirana and the agreement was signed by the Mayor of Tirana, Erion Veliaj and the Minister of Justice, Ulsi Manja.
Mayor Veliaj said that this form of rehabilitation is many times more acceptable for juveniles, who thus learn to do something useful for society.
“We are very happy with the approach of Minister Manja, to move away from the old philosophy of imprisonment for everything, especially when it comes to juveniles. Rehabilitation is many times more acceptable and more civil than prison. In Tirana we have 3500 sentences, of which 700 are working hours in the community. From this long list for serving the sentence, 700 citizens are released from the obligation they have to society and the law by doing something useful, even for their self-esteem. I can not wait to take these innovations that we have introduced in Tirana to other cities, especially now that the beach season begins because it needs cleaning, greenery, maintenance, etc. “, said the mayor.

The Minister of Justice, Ulsi Manja said that this agreement has a mutual benefit, both for the citizens who have to perform their harm, and for the justice system.
“We will make available to the Parks and Recreation Agency all persons convicted in conflict with the law, but also juveniles convicted in conflict with the law with alternative punishment, work-interest-public to compensate this damage they have triggered public interest through work. This applies to all European countries and goes in line with the purpose of the sentence, which is the rehabilitation and social reintegration of convicted persons in conflict with the law.
