The Ministry of Interior convened a consultative meeting with representatives of Albanian institutions, academia, media and civil society to discuss the so-called “occult crimes”, to discuss the approach we should have to prevent such serious events.
Led by the Deputy Minister of Interior, Besfort Lamallari, representatives from the General Prosecutor’s Office and the State Police, the Cults Committee, the National Coordination Center against Violent Extremism, the Faculty of Law, the Order of Psychologists and the media, discussed this issue with high public sensitivity.
They expressed their views and proposals on the need for organizational and legal changes to address and prevent events with serious consequences for the life and health of Albanian citizens.
Deputy Minister Lamallari explained the purpose of convening this meeting, thanking the representatives of academia, civil society and the media for their interest and commitment and underlined the need for careful treatment as we are dealing with a sensitive issue. Representatives of the prosecution and law enforcement agencies noted the shortcomings and the need for legal improvements in order to criminalize and punish suspected perpetrators as organizers or instigators of these serious acts and the need for deeper knowledge of esoteric rituals or alternative beliefs, especially those whose activities can be considered unconstitutional, illegal and dangerous in terms of security.
According to them, it is necessary to make changes in the Criminal Code. The representatives of the academy in this meeting, provided a general overview of this phenomenon, also illustrating it with experiences of different countries such as USA, Italy, France, etc. According to them, there should be changes in the curricula of the Security Academy and special trainings, but of course the burden should not be left entirely to the State Police. The prevention of such crimes requires the coordination of many institutions. In order to prevent these serious events, the field information and cooperation of the citizens, who should signal and report suspicious activities and concerns that they may have related to the exposure and influence of family members, acquaintances, is of great importance. or members of their communities.
Psychologists also play an important role in this regard, paying close attention and careful treatment to the concerns presented, especially those related to minors and vulnerable persons. Representatives of the media, who have followed and reported such cases recorded in our country, stressed the role and responsibility of persons suspected of inciting acts with serious consequences (social isolation, sexual abuse, killing of animals in occult rites and self-sacrifice of their followers). According to them, social networks require increased attention to the prevention of calls, the organization of suspicious and dangerous activities and the commission of such crimes.
