The awareness meeting on Co-Government as a new law continued today in the city of Berat.
The Prime Minister of the country, Edi Rama stressed that the purpose of these meetings is to raise awareness of all citizens for two important innovations, which today are a great opportunity for every citizen to receive services in a fast time, without queues, without procrastination , directly from the nearest smartphone or computer and in turn to set in motion a new legal mechanism that is co-government.
The Prime Minister informed that January next year will mark the beginning of the closing of the counters, ending the queues, procrastination and bribery.
“Thank you for your presence! This meeting is in the series of meetings we are having, together with the director of the Agency for Dialogue in the Prime Minister, which is the agency which deals with the administration of the Co-Government platform and the director of the Information Agency, NACA, which covers the whole part that has to do with providing online services to citizens.
The reason for these meetings is the sensitization of all citizens for two important innovations, which today are a great opportunity, new for every citizen to receive services in a fast time, without queues, without procrastination, without leaving house in the vast majority of them, but using the nearest smartphone or computer and on the other hand, to immediately set in motion a new legal mechanism, which is Co-Government, which, from a process built and advanced in the last mandate to come to the aid of citizens in receiving services, it has been transformed into a law that will enter into force soon, once it goes to parliament, after the absurd refusal made by the president.
Regarding the services, I want to inform you that today there are over 1000 services that are provided directly online and all citizens, through the e-Albania platform, have the opportunity to access these services without leaving home at all. I am taking an example for the cadastre itself, which is one of the most requested and most talked about services and not unjustly talked about as in many years it has been a very big problem; today it is not necessary to go to the counter, but the application can be made directly by phone or computer and then the State Cadastre Agency is obliged to notify in time for the submission of documentation.
The other aspect within this whole new system, which is ready, is that it is no longer necessary for citizens to go to many offices to fill out the dossier with documents required by a particular service. So, if until today to get a license or document / authorization / certification or whatever and say “You have to bring this, this” and all this required you to go to some offices, this is no longer necessary. All you have to do is apply by phone or computer and you will receive all these documents from the state offices for you as a service to whom you request the document.
This means a radical transformation of the citizen’s relationship with the state document services and practically, it means an opportunity for every citizen to put an end to all the difficulties so far and to have no need to get involved. pocket to pay bribes to facilitate the way of getting a service. At the moment when the relevant office does not respond in time, first, the system gives the opportunity to the agency and the e-Albania platform to ascertain the delays, but on the other hand, every citizen is absolutely, again, in the opportunity to address Co-governance platform and immediately request accountability and receive service again.
All these are valuable for another important reason, for which we do this whole series of awareness meetings because starting from January next year, we will start closing the counters, so there will be no more physical counters. It will not be possible to go through the counters to hold queues and others, as our experience, but also the experiences of some other countries that have been very successful in these processes, show that although the services are available there and can be picked up by phone, by computer, many citizens prefer to keep going to the counters and this can take years. We do not have to continue to have such a big problem between the state and the citizen and continue to bill such a large cost of nerves, time, but also money, which means corruption among citizens, while services are there.
The same thing he does both in government and at the government table, among cabinet members. Meanwhile, that we had the system ready for some time to avoid paper exchanges was not done as the inertia was much stronger than the new reality and we were forced to do it drastically.
One fine day, the introduction of letters to the Prime Minister was banned and from that day, the paperless system, with electronic circulation of documents, immediately started operating. Even in this aspect, I believe that the closing of the counters will be a great liberation and all those who have been taught for years at the counters to sit and watch people from their pockets or to shame the state by running away from work to drink coffee or by turning their backs on the people who sit and wait there or by communicating inappropriately, they will no longer have citizens in front of them, but they will have the computer in front of them and will do the work they asked the citizens to do, go from office to office to collect letters to make their own files.
So, all the files for the citizens will be made by these employees and all the employees of the counters will be dedicated to make the system work from behind the phone screen.
While, from the phone or computer screen, the citizen has the relationship with the state. Apply for a service, get a response and at this stage, a large number of applications receive the response directly on the phone or computer, another part still do not receive it directly, but only receive the notification to receive the documents.
For example, if today you can freely apply for the title deed in the cadastre, you do not get the title deed on the phone or computer, but you have to go, after a notice, to get what you are looking for.
The work we are currently doing is exactly to close this cycle and not only the application, but also the download of the document to be done online. Meanwhile, with the closure of the cadastre counters, the receipt of the document will be done by mail. For this reason, we will close the Cadastre counters a little more gradually.
Even in the two or three points that we have closed the counters, the work works best and the citizens do not need to bump into corridors all the time, with all kinds of people, to go and look for realtors, and so on.
It is an epochal transformation. We just have to constantly inform the public about the fact that he has to go back to the phone screen, the computer screen and he has to forget the counter. The whole relationship between him and the state is a relationship that has the online application lane and in case he does not get the answer in time, has the online grievance lane and with the new Co-Government law, it is a legally binding mechanism for the state that any complaint of citizens to receive, address and address it in real time.
In fact, the state becomes the “friend” that many seek to solve a problem in state offices.
