EU foreign policy chief Josep Borrell has accused Russia of committing “genuine war crimes” by blocking grain exports from Ukraine.
“It is unimaginable that millions of tons of wheat remain trapped in Ukraine while the rest of the world is starving. “This is a real war crime,” Borrell said at the start of a meeting between the European bloc’s foreign ministers, which is being held in Luxembourg this time.
Ministers are expected to discuss routes for millions of tonnes of grain found in Ukraine, which have been blocked at Black Sea ports by Russian forces.
Ever since Russia launched its unprovoked attack on Ukraine and blocked its ports, grain shipments have been blocked, making it impossible to export more than 20 million tonnes of wheat.
Russian President Vladimir Putin has dismissed Western allegations that Moscow is responsible for the sharp rise in grain prices due to blockades at ports.
He claimed last week that Russia is ready to guarantee the transit of grain ships through the Black Sea and that Ukraine has alternatives by land.
Western experts believe that such a thing is difficult to achieve.
Moscow had initially demanded the lifting of economic sanctions in exchange for grain exports.
Borrell has said that Russia’s actions, not those of the West, should be blamed on the worsening food crisis.
International cereal prices are steadily rising and key importers such as the Middle East and Africa risk shortages.
