After 3 years of efforts and with the signatures of over 20,000 citizens of the Republic of Albania, the Assembly approved the law on the “National Registry of Convicted Sexual Crimes”, a protection mechanism for our children against sexual abuse. After a marathon of discussions, the assembly approved the law as rarely ever, with complete unanimity.
“The variant that we brought to the Parliament was supported by 28 civil society organizations, but above all by 22 thousand citizens’ firms. In times of pandemic, collect 22,000 signatures of citizens and which are equivalent to the signatures to bring 2 deputies to the parliament, which is undoubtedly a victory for everyone, above all for the citizens who from now on will have access to a national register , for perpetrators of sexual crimes. This law also has retroactive power, so it will also include perpetrators of sexual crimes who have already served their sentence.
If I suspect that my neighbor is a pedophile, then I search through eAlbania, through a new element that will be added to this platform. There we enter with our data and leaving traces in the system that we are looking for this person, who we suspect is a pedophile.
Every person in the Republic of Albania has a legal obligation and is punished with a fine, if he does not do this, to go to the Civil Registry office in case he changes his residence.
Regarding the employment of the perpetrators of sexual crimes, the law provides that even though they have served their sentence, they are prohibited from working in institutions where there are children, such as schools, kindergartens, orphanages, etc.
One thing I would like to point out at the end, that sexual predators must have it ingrained in their minds, before they commit sexual crimes, that their name will remain on the National Registry until the day they pass away, the name will be there.”- said Iris Luarasi, Civil Society, one of the initiators of the law
