NATO chief Jens Stoltenberg reiterates that it is not too late for Russia to withdraw from the brink of conflict.
He says NATO has sent concrete concrete proposals to Russia on arms transparency and control.

“There are signs from Russia that diplomacy should continue, but so far we see no sign of de-escalation on the ground,” Stoltenberg said. “No withdrawal of troops or equipment,” he added.
“It simply came to our notice then. But for now Russia holds a massive invading force ready to attack with high capabilities from Crimea to Belarus. “This is the largest concentration of forces in Europe since the Cold War,” Stoltenberg concluded.
