The amnesty will last 9 months/ Up to 2 million euros are legalized after verification by the special office

This amnesty benefits individuals inside and outside Albania, as well as foreign citizens who pay taxes in our country. The Minister of Finance announced the details of how it will be implemented

Delina Ibrahimaj: The draft law aims at a 9-month implementation period for all entities that meet the conditions and criteria to become part of it. A limitation of 2 million euros is foreseen for the voluntary declaration of assets.

The special unit at the tax administration within five days will analyze the requests from entities, individuals or taxpayers interacting electronically with all state institutions related to the fight against crime, money laundering and terrorist financing.

At the end of the five-day period, the tax administration will provide a certificate through which individuals or businesses can turn to the banking system to pay a special tax for capital legalization. This reduced rate is 7% for the first 4 months of implementation of the law and 10% for the second 5 months of implementation of the law.”

According to the government, this draft law is well-studied and has quite strong criteria

Arben Ahmetaj: High and middle officials, current and former, are excluded. Globally filed individuals with criminal records, verified and unverified, are excluded. None of the declared assets can be transferred out of Albania for five years.

Amounts in cash, valuables, movable or immovable property, special elements of the annual financial statements of the entities can be legalized. The money cannot be withdrawn until the deadline for the implementation of the law, so that it becomes a fraud scheme to declare as fictitiously as possible.

The purpose of the amnesty enables the legalization of undeclared or unregistered assets, the revision of financial statements, the payment of tax obligations for income that is declared. Creates criminal and fiscal amnesty for subjects.”
