In the direction of the Vice President Mrs. Ermonela Felaj, the Assembly convened today in plenary session.
The session began with the interpellation with the Minister of Agriculture and Rural Development, Mrs. Frida Krifca, requested by MP Zef Hila and then the discussions continued according to the agenda, where 2 draft laws were reviewed, 2 Normative acts undertaken within the Social Resistance Package to cope with the situation created in the country due to rising prices of basic products, electricity and hydrocarbons, and were elected as new members of the Supervisory Council of the Bank of Albania, Mrs. Natasha Ahmetaj and Mr. Anastas Angjeli.

Initially, the parliamentary discussions started with the review of the Normative Act no. 3, dated 12.3.2022 “On changes and additions to law no. 115/2021,” On the budget of 2022 ″ “and Normative Act no. 4, dated 12.3.2022 “On an amendment to law no. 113/2021” On an amendment to law no. 8438, dated 28.12.1998, “On income tax”, as amended “.
Opposition MPs during their discussions spoke against the 2 Normative Acts presented by the government, assessing them as insufficient to cope with the situation created after the increase of prices of food basket and fuel and that the need to review fiscal policy, abolition of turnover tax, reduction of VAT for basic goods in the basket and interruption of payments for 3 incinerators. According to the opposition, the government should make real increases in salaries and pensions. Majority MPs during the discussions said that the Normative Acts guarantee not to increase the price of energy for household consumers and small businesses, support the needy affected by the situation of rising prices, but above all guarantee the preservation of macroeconomic stability. During the discussions it was emphasized that a great support that comes through the Social Resistance Package is the subsidy of 100 ALL per liter of oil for public transport companies which made the cost of tickets for citizens unchanged, and continues the support for tax-free oil for farmers by brought the budget support for this category to ALL 14.5 billion. Regarding the Normative Act for amending the law “On Income Tax”, the deputies of the parliamentary majority estimated that there will be 425 thousand employees or 60.7% who will benefit zero tax, 58 thousand or 8.3% with a salary of 40-50 thousand lekë will pay only 0.7% of the gross salary and 166 thousand or 23.7% will pay from 1.5 to 9% of the gross salary.
After discussions, Normative Act no. 3, dated 12.3.2022 “On changes and additions to law no. 115/2021,” On the budget of 2022 ″ “was approved with 73 votes in favor, 40 against and 0 abstentions. While Normative Act no. 4, dated 12.3.2022 “On an amendment to law no. 113/2021” On an amendment to law no. 8438, dated 28.12.1998, “On income tax”, as amended “was approved with 77 votes in favor, 38 against and no abstentions.
Bills
Today’s plenary session reviewed the draft law “On open data and reuse of public sector information.” Opposition MP, Mrs. Albana Vokshi spoke against the draft law, emphasizing that it violates transparency. While the deputy of the parliamentary majority Mrs. Ermonela Felaj during her discussions stressed that the draft law promotes transparency and accountability of public sector bodies, and aims to transpose Directive (EU) 2019/1024, the European Parliament and the Council of 20.6.2019, “On open data and reuse of public sector information ”, regarding the reuse of public sector information, updating the legal framework with the advancement of digital technologies. Legal changes will further boost digital innovation as well as the data economy. This draft law was approved with 73 votes in favor, 44 against and no abstentions.
The agenda continued with the review of the draft law “On determining the special procedure for negotiating and implementing the contract with the company” Jones Group International “for strengthening cyber security”, which aims to improve the cyber security system in state institutions; as well as the protection of electronic data administered and processed by these state institutions. After discussions, the draft law was approved with 98 votes in favor, 17 against and 2 abstentions.

The Assembly reviewed the candidacies for the two vacancies created in the Supervisory Council of the Bank of Albania. At the beginning of the session, the chairman of the parliamentary group of the Democratic Party, Mr. Enkelejd Alibeaj proposed that the consideration of the candidacy of Mr. Mateo Spahos be added to the agenda, as a candidacy supported by the Democratic Party. Mr. Spaho’s candidacy was rejected by the Committee on Economy and Finance and the draft decision was not considered in the plenary session.
Meanwhile, after the voting process, the two new members of the Supervisory Council of the Bank of Albania were elected Mrs. Natasha Ahmetaj with 80 votes in favor, 7 against and 3 abstentions and Mr. Anastas Angjeli, who was voted with 92 votes in favor, 1 against and no abstentions.
The session closed at around 20:50.
