The European Union is hoping that this week there will be a meeting between Kosovo and Serbia in the framework of dialogue at the level of chief negotiators.
Following the failure last week to reach an agreement on license plates, a European bloc source told reporters on Monday (April 25th) that the parties had been invited to continue discussions on the issue and other topics.
This source said that in recent meetings the Kosovar side was interested in reaching a permanent solution to the license plates, while the Serbian side was more interested in maintaining the status quo.
The interim agreement between the two states on license plates provides for the sticking of state symbols on car license plates when they cross into each other’s territory.
According to this source, the parties are “very close” to reach two other agreements, the one on energy and the missing.
“As far as the issue of missing persons is concerned, practically only two words remain to be resolved, ie half a sentence, in order to have an agreement,” said this source.
The EU says it is necessary to reach an agreement soon, in order to create the conditions for a high-level political meeting between Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vucic.
“Both have told representatives of the EU and Quint (United States, France, Germany, Italy and Britain) that they are ready to come to meetings, in the framework of dialogue, whenever invited by the EU,” he said. said an EU official.
However, the chief European diplomat, Josep Borrell has previously said that he will not invite the parties to such a meeting unless there are clear signals that they are willing to make progress in such meetings.
Reaching agreements on license plates, energy and missing persons would create conditions for a high-level meeting, according to the EU.
The EU official clarified that there was no deadline for the expiration of the agreement on the temporary regime for the use of stickers for license plates, but the six-month mandate was only for the working groups to present the options.
These groups have met eight times in six months. But in no round was there any agreement between them.
EU sources have also clarified that for the territory of Kosovo only the Kosovo authorities can issue license plates and with this Serbia has long agreed.
However, the EU fears that the forcible implementation of any decision by Kosovo could create unnecessary tensions, so they called for no urgent and unilateral action.
The agreement reached on September 30 last year in Brussels, has emerged after several days of unrest in northern Kosovo, where some local Serbs have blocked roads, to oppose the then decision of the Government of Kosovo for reciprocity measures.
With those measures, cars with Serbian license plates, upon entering the territory of Kosovo, had to put up temporary license plates – similar to what the drivers of cars with Kosovo license plates did when they entered Serbia.
