Despite not having received international consensus yet, the government continues the public consultation on the new fiscal amnesty draft.
The Minister of Finance Delina Ibrahimaj herself stated that there is no response from foreign organizations that would give the green light to the continuation of the initiative criticized from the beginning by them.
According to her, there was even no reaction from Money Val, the permanent monitoring body of the Council of Europe against Money Laundering, which put Albania back on the money laundering gray list in 2020.
“During this week, we have held 3 round tables with interest groups, while we have been in communication either with the Council of Europe, or with the European Union here or international actors with the aim of a better consultation. At this stage we have sent the draft law and we are discussing. None of the actors have yet given reactions to the bill in question. As long as the consultation has not yet been completed, we do not yet have a final draft and a final decision-making”, said Delina Ibrahimaj, Minister of Finance.
Asked about the financial bill of the fiscal amnesty as well as the assets that are expected to be amnestied by this initiative, the minister said that there is no concrete data yet.
“It is difficult to analyze a phenomenon that has not happened before, for which we have no previous experience. We are doing some analysis based on the data of the Bank of Albania on the money outside the banks in circulation in order to arrive at an approximate value, but this analysis is not finished yet”, said Ibrahimaj.
And in fact, according to the data of the Bank of Albania, the money that circulates outside the banks is calculated at 3.5 billion euros, the highest level recorded in two decades of cash circulation. Figures that testify to a high level of informality and increased risk for money laundering from illegal activities.
