The Presidency of the Branch is the highest body for the management of the Party Branch between the two Assemblies. It decides on all issues that are not the exclusive competence of the Assembly of the branch or of the central bodies of the DPA.
a) The Presidency of the Branch consists of 17-27 members elected by the Assembly of the Branch according to the definition given to this number, for each branch, by the Presidency of the DPA. The President and the Secretary of the Branch are part of this number.
As members of the Presidency of the Branch with full rights over this number are included the local presidents of LDG and FRPD, PD deputies elected in the territory of the Branch, members of the National Council residing in the branch, Mayors / Municipalities of County, when they belong to the PD.
National Assembly of the Party
The National Assembly is the highest decision-making body of the Party, consisting of 1100 (one thousand one hundred) members, who are elected by the Assemblies of the DPA branches according to a number determined for each branch by the DPA Presidency. The list of candidacies for delegates to the National Assembly is presented to the Branch Assembly by its Presidency. The following are delegates of the National Assembly:
a) Members of the National Council of the Democratic Party;
b) Members of the Presidency of the Democratic Party;
c) Deputies of the Democratic Party in the Assembly of Albania;
ç) Members of the government who are members of the DPA;
d) Mayors, Prefects, District Mayors, members of DPA;
dh) A number of representatives of partner organizations in equal numbers, not more than 10 percent of the number of other members of the National Assembly.
2. The National Council consists of the Chairman of the DPA and 150 members elected by secret ballot by the National Assembly. Within this number, are members of the National Council without undergoing the voting process, former Presidents, former Prime Ministers, former Speakers of the Assembly and former Speakers of the DPA, who are members of the DPA at the time of the meeting. 2. There are automatically candidates:
a) acting members of the Party Presidency;
b) heads of DPA branches;
c) deputies and incumbent ministers, members of the DPA;
ç) Mayors and Chairmen of Municipal and Regional Councils, belonging to the Democratic Party;
6. The right to propose decisions to the National Council has the Chairman of the Party, the Presidency of the Party, the Chairman of the National Council, as well as at least ¼ of its members. Not less than 15% of the members of the National Council have the right, at any time, to propose alternative candidates for any political function elected by the National Council. Decisions of the National Council are taken by simple majority. In the case of disciplinary measures, the decisions of the National Council are taken by 2/3 of the votes. Meetings of the National Council may not take place without the presence of more than half of all members.

National Council
2. The National Council consists of the Chairman of the DPA and 150 members elected by secret ballot by the National Assembly. Out of this number, are members of the National Council without undergoing the voting process, incumbent DPA Deputies, Mayors of DPA Branches, mayors belonging to the Democratic Party, former Presidents, former Prime Ministers, former Speakers of the Assembly and former DPA Chairmen, who are members of the DPA at the time of the National Council meeting, as well as an equal number of 10% of elected members, who come as proposals from the diaspora and emigration. Their list of names is approved by a decision of the DPA Presidency.
2. There are automatically candidates:
a) acting members of the Party Presidency;
b) incumbent ministers, members of the DPA;

ARTICLE 47
Party Presidency
1. The Presidency of the Party is headed by the Chairman of the Party and consists of:
a) The Chairman of the Party;
b) The two vice-presidents of the Party,
c) The Secretary General;
d) Chairman of the National Council ;.
e) Twenty members elected by secret ballot by the National Council, according to a list approved by the Party Presidency on the proposal of the Party Chairman or candidacies supported by not less than 15% of the members of the National Council. Not less than 30% of the elected members of the Presidency must be of the least represented gender.
2. The member of the Presidency may not hold a mandate other than those provided in letters a), b), c) and d) of point 1 of this article.
ARTICLE 47
Party Presidency
1. The Presidency of the Party is headed by the Chairman of the Party and consists of:
a) The Chairman of the Party;
b) The two vice-presidents of the Party,
c) The Secretary General;
d) Chairman of the National Council ;.
e) Chairman of the Democratic Party Youth Forum;
f) President of the Democratic League of Women of Albania;
g) Twenty members elected by secret ballot by the National Council, according to a list approved by the Party Presidency on the proposal of the Party Chairman or candidacies supported by not less than 15% of the members of the National Council. Not less than 30% of the elected members of the Presidency must be of the least represented gender.
2. A member of the Presidency may not hold more than one term other than that won under this article.
Article 55/1
The central administrative apparatus of the party
In line with its financial capabilities, the Democratic Party builds its central administrative apparatus which operates according to an internal regulation. The central administrative apparatus is headed by the General Administrator of the Party, who appoints and dismisses the staff of this administration. The structure of the central administrative apparatus is determined by a decision of the Party Presidency. The General Administrator is appointed and dismissed by decision of the Party Presidency.
TRANSITIONAL PROVISIONS
ARTICLE 64
Temporary Re-establishment Commission
1. Immediately after the entry into force of this Statute and until the end of the constitution of the new bodies according to it, but not more than for four months, the executive direction of the party is done by the Temporary Re-establishment Commission.
2. The Temporary Re-establishment Commission consists of 29 members who are elected by the National Assembly, among personalities with contributions and undisputed authority in the DPA. This Commission exercises all the competencies which according to this statute belong to the central bodies of the Party, with the exception of those that belong to the National Assembly.
3. The Temporary Re-establishment Commission convenes only after the approval of this statute and the election of its members by the National Assembly. It terminates the exercise of the competencies of a central body, as soon as the relevant body is regularly constituted according to the provisions of this Statute.
4. The Temporary Re-establishment Commission, during the period of its functioning, is especially responsible for the organization and conduct of electoral or referendum processes at any level of the DPA organization.
TRANSITIONAL PROVISIONS
ARTICLE 64
Temporary Re-establishment Commission
1. Immediately after the entry into force of this Statute and until the end of the election of the Presidency of the DPA, the executive direction of the party is done by the Provisional Re-establishment Commission.
2. The mandate of the Temporary Re-establishment Commission ends when the DPA Presidency is elected.
