The new judicial map was approved this Thursday at the government meeting, announced the Minister of Justice, Ulsi Manja.
Now, the country will have 13 courts of first instance of general jurisdiction, one court of appeal with general jurisdiction and two courts of appeal of first instance. Manja said that the changes will be made in several phases.
“The approval of the new judicial map is an important step in the implementation of the justice reform. The new judicial map is a joint proposal of the Supreme Judicial Council and the Ministry of Justice. It is the product of a group of experts from the KLJ, assisted by experts from the Council of Europe, but also by other international experts”.
According to the Minister of Justice, the courts that will be closed will not lack any judicial services, citizens will receive all services.
“The new judicial map will standardize the average time of rendering the decision, will make a fair distribution to the judges, will reduce the costs of providing justice”said Manja.
However, the new judicial map has been opposed by Bar Associations across the country. The lawyers, who continue the boycott of the court sessions, claim that Albania has emerged from a failed model where more than two decades ago there was only one Court of Appeal as envisaged in the new judicial map.

The HCJ merged 18 courts reducing the Courts of Appeal to a single one in Tirana, removing the five administrative courts that will be in only two, one in the capital and one in the city of Lushnja and leaving only 13 courts of First Instance out of 22 that Were.
The head of the Chamber of Advocacy accuses that they were ignored and that the citizens who will not be able to access justice will go to self-judgment.
