The prefect “surrenders”, the Council votes unanimously the budget of the Municipality of Vlora

It is learned that among the four requests for the returned budget, only the first point was changed, that of naming the fiscal package.

Apparently the clash which was attempted to be sold as “political” turns out not to be so.

Two years ago, a company founded by the mayor of Vlora Flamur Mamaj, which has already passed into several hands, but whose wife Arta Mamaj is still working, was announced the winner of the tender “For the preservation of the buildings of the Municipality of Vlora”, benefited public funds worth 92,000,000 new ALL.

But, the contract foreseen for this year of the municipal budget worth 43,000,000 has been removed, passing it according to the Illyrian Guard law.

The Legal Office of the Prefecture considered illegal the budget approved by the Municipal Council of Vlora, listing several arguments, according to her, for the return and review of the budget.

The Institution of the Prefect argued that the appointment of tariffs, cleaning, lighting and greenery for businesses with revenues from 0-8 million ALL contradict the approved changes in the fiscal minimum approved in November 2021.

Also according to the prefect, the projected budget for cleaning in the city was lower than in the previous year, not reflecting the increase of the cleaning tax by 40-70% for different categories of business.

Another aspect, which according to the prefect’s budget is illegal, is related to the non-fulfillment of the legal obligation for the maintenance of agricultural land.

The last point is the one related to the item of expenditures, where according to the prefect, liabilities to creditors and suppliers are not included.

The municipality did not react to this situation, while the budget was reviewed and approved at today’s meeting of the Municipal Council.
