Ukrainian officials say Russian forces have entered the largest hospital in the city of Mariupol and taken patients and staff hostage.
The governor of Donetsk said Russian forces were holding more than 400 people hostage in the basement of the hospital.
Pavlo Kyrylenko said the hospital was bombed, but staff continued to treat patients in the basement.
The hostage-taking of people at this hospital comes after a deadly attack on a maternity hospital in the city last week.
Mariupol city council reported that 2,000 civilian cars had managed to leave along a humanitarian corridor and thousands more were waiting to leave.
Mariupol is the center of a growing humanitarian crisis, as food and medical supplies are running out and aid is not being allowed.
The city has been under constant Russian bombardment, with about 350,000 inhabitants trapped.
According to local authorities more than 2500 people have lost their lives from the war in this city.
