In fact the truth is that our country has a mixed system. This means that health is financed from the state budget and from the income of health contributions. For 2022, the health budget is about 77 billion ALL. Every employed Albanian citizen pays 3.4% of the salary for health contributions.

With a quick glance you understand how the truth of free healthcare stands. In many areas not only do we not have free health care but we also do not have access to health services. The paradox is that citizens’ out-of-pocket health expenditures continue to rise.
According to the World Health Organization, health is not free for Albanians, it is even the main source for the financial difficulties of the country’s population. In an analysis published in 2020, the WHO states that the costs of treatment push 8% of Albanian families towards poverty. Of this contingent, 12% fail to meet even the minimum nutritional needs precisely as a result of health expenditures.
