With the decree he signed, Biden decided that all $ 7 billion frozen by the Afghan Central Bank should be put to use and $ 3.5 billion of that money would be transferred directly to the Afghan people on the basis of humanitarian aid. The United States had previously announced that humanitarian aid would be sent directly to the Afghan people, but not through the Taliban.
Biden has also decided to allocate the remaining $ 3.5 billion for ongoing legal proceedings and 9/11 compensation claims.
In his statement, Biden drew attention to the importance of transferring the aforementioned amount directly to the Afghan people at a time when they are most in need of humanitarian assistance, and stated that his administration has provided large amounts of humanitarian aid to the country so far. .
Referring to the 9/11 victims’ lawsuits against Afghanistan and the Taliban, Biden announced that he has decided to allocate the remaining $ 3.5 billion to the United States for these individuals.
