The central government and municipalities of the country have further deepened the debts.
Data from the Ministry of Finance show that at the end of 2020, arrears of public administration have reached about 23.8 billion or about 193 million euros.
Most of the unpaid bills are VAT unpaid for businesses, which at the end of December amounted to about ALL 9.8 billion, a stock that according to the Ministry of Finance is expected to be zeroed by June this year. The Ministry of Finance and the Ministry of Infrastructure are two of the departments with the highest debts, respectively with 2 billion ALL, followed by the Ministry of Defense with 1.4 billion ALL liabilities, where most of them are for unpaid bills for court decisions. , mainly for unfair dismissals.
Municipalities have further expanded their debts last year, as according to data the stock of liabilities reached 7 billion ALL, equivalent to about 56.7 million euros.
The highest level of debts was recorded in the Municipality of Tirana with about 761 million ALL, followed by that of Kavaja and Vora with 728 and 203 million ALL respectively.
Non-payment of debts by some municipalities has led to non-payment of social security for administration employees.
Although they have sought the support of the government, the latter has ordered their repayment by the local government itself, otherwise at the head of the municipalities that are most problematic will be appointed an administrator from Finance.
Freezing municipal debts seems almost impossible, especially by small municipalities, also due to the crisis caused by the coronavirus crisis.
