Journalist Anila Hoxha provides for Top Channel, the investigative file in charge of the former driver in the prison directorate, Hamza Tola, who was arrested a while ago.
Introducing himself to various citizens as an employee of the Ministry of Justice, Tola took money from them, promising in return the solution to their problems. Tola promised one of them, Kastriot Kreku, that he would issue a certificate of ownership in Borsh, receiving 3,000 euros in exchange. In his testimony, secured in the investigation file, Kreku confesses his acquaintance with the former driver of the prisons, and his promise for the equipment with a certificate, even though the relationship between them was broken.
“At the end of July 2021, I met a citizen and he told me that he wanted a room for rent at my hotel and I told him that I don’t have any and I took him to a hotel and told him that after three days you can come to my hotel. I was impressed because this citizen was very interested and I had not explained anything to him, but he was interested in lands, in documents in general. From the first day he came to Borsh, he had dinner at my hotel
and there we started the discussion and I explained the problem I had. This citizen introduced himself to me as Hamza Tola, born on 13.12.1968, and told me that he worked at the Ministry of Justice and did not tell me his position, but when I got interested, I learned that he worked as a driver in the Directorate of Prisons, in Tirana. After we went to the land and saw it together, Hamza Tola assured me that for these lands he would issue me the permits that I was interested in and both we or our children could start a business together. Hamza Tola told me that I had finished the land problem and that’s really what happened, this citizen asked me that he has some expenses to legalize the house and he asked me for 3,000 Euros and I gave him 2,000 Euros and at the end of September, 2021 he completed the permit of legalization. I thought that the payment of 2,000 Euros was because I had no more payments to make and Hamza Tola told me to go to the legalizations that you have it ready and get the invoices to make the payment. When I went to the legalization, I got the invoices and went to the bank and paid about 400,000 Lek and was provided with the legalization permit, which after 30 days I applied for a Certificate of Ownership.
On 06.10.2021, I applied to be provided with a Certificate of Ownership and Hamza Tola told me that he knew the director of ASHK Saranda and told me that I had spoken with the director, citizen Aida Demi. The problem was that Hamza Tola started asking me for money
and he told me that I need 1,000 Euros and he asked me urgently and I sent these lek with Moneygram and I sent these Euros to the citizen Ervis Gjuzi, who was a close friend of the citizen Hamza Tola. These money was returned to me because it was over the limit that the company had, but after 3 days I sent 500 Euros to the citizen Ervis Gjuzi, to give to Hamza Tola, and the citizen Hamza Tola confirmed to me that he received these money.
When I returned to Cyprus, at the end of November, 2021, I met Hamza Tola and went to his house in Tirana, and he gave me the impression that he told me that there was a problem and that an inspection would be done at ASHK Saranda and they would do an inspection. so this was like a pressure on his part to show the power he had. I started to argue and we broke the relationship and he told me that you will not get him with the Certificate of Ownership because he had a relationship with the director of ASHK Saranda. Since the moment our relationship broke down, the truth is that I was not provided with the Certificate of Ownership and this problem is still present today and I am unable to provide it. Around the month of January 2022, I went to ASHK Sarandë to be interested in the Ownership Certificate and at the counter of ASHK, Sarandë I saw the citizen LP and I spoke to him and said hello, I told him the problem and he said let’s have coffee.
When I met with Limani, he told me that why didn’t you meet me sooner about this problem and assured me that he would issue the Certificate of Ownership and asked me for 2,000 Euros and I told him that I will give 1,500 Euros and I said that I want 2,000 Euros and he told me that I will talk to SB. The next day I met him again and I gave him 1,000 Euros and I would give the part of 1,000 Euros to him after he gave me the Ownership Certificate because I no longer believed him because the first time I didn’t
he finished work, he took 2,000 Euro from me and Hamza Tola came in who finished the work. LP told me that he had spoken with SP and asked me for another 2,000 Euros and I gave another 2,000 Euros to citizen Laert Pasha and I understood that this value of 2,000 Euros was for SP
Pasha asked me for another 200,000 Lek for himself for the work you were doing and told me that he also wanted his share for the work he was doing. After paying 2,000 Euros, I met citizen Samir Braho at ASHK Sarande and he told me that LP would get the Certificate of Ownership because it was ready now that I paid the money. From January 2022 to March 2022, I still did not receive the Ownership Certificate and did not pay the amount of 200,000 lek”
