This is Oscar Ruiz Barba. He is a member of the Spanish Police and has arrived in Albania as the leader of a project to assist Albanian institutions in the fight against organized crime through criminal and financial investigation.
“We are dealing with this situation, we are offering technical support with programs. “It is important to analyze all the information that the police receive and to create a good strategy, good information, a good approach with the use of this information.”
In the past in Albania there was talk of organized crime in various fields, but it was rare to talk about such levels for groups of robbers. Finally, the band “Shadows of the Night” and other groups have discovered a new reality.
“Here in Albania, as everyone knows, there are problems with organized crime. Historically, it has to do with drugs, but not just drugs. We see that they are very flexible. They have entry-exit from Albania to different countries. They are not permanently placed in any place. They move, they are very flexible.
“They specialize in burglary, burglary, and breaking safes,” said Oscar Ruiz Barba, Spain National Police.
Finally there is talk of new levels of gang sophistication that have provided ultra-modern equipment than those used by Western law enforcement structures. It is about devices that reveal money hidden in vehicles or premises by criminal groups.
“There are attempts, I do not know how many have been insured of new Hi-Tech systems, called MDR-Money detection radar, and these also detect remotely significant amounts of money in apartments, cars, warehouses, etc. The problem is who are the countermeasures of the security institutions to cut the way to this development of criminal groups, even in the technological aspect “said Ervin Karamuço, Professor of Criminology.
