The Ministry of Justice says that this change will reduce the cost, but according to lawyers, the opposite will happen:
“It can reduce costs on the one hand, but on the other hand it forces the transportation of convicts, detainees, persons under house arrest, persons that the court orders their compulsory escort (eg witnesses) from the farthest corners of Albania, increasing expenditures and costs in another item of the state budget “.

According to the Shkodra Bar Association, the allegations of the MoJ and the HJC that justify the new court map are unfounded in facts and scientific studies, are not in coherence with the needs of the public and the deep lack of infrastructure.
The Government of the Judiciary has decided to close 15 courts in the country, arguing that they are not functional.
Among them, five are the courts of appeal, which meet in a single one in Tirana and 10 courts of first instance.
By the logic of a one-court district, the High Judicial Council claims that it will provide access to citizens, minimize backlog and there will be no procrastination. However, it remains to be seen whether this project will be functional or not.
