President Biden on Saturday signed legislation on additional $ 40 billion in aid to Ukraine as Russian aggression approaches its fourth month.
The legislation, which was passed by Congress with bipartisan support, deepens the United States’ commitment to Ukraine in a time of uncertainty about the future of the war. Ukraine has successfully defended Kiev and Russia has concentrated its offensive in the east of the country, but US officials warn of the possibility of a protracted conflict.
The new aid aims to support Ukraine by September and follows an earlier emergency measure that had secured $ 13.6 billion.
The new package contains $ 20 billion in military aid, providing a steady stream of advanced weapons to curb Russia’s progress. It also envisions $ 8 billion in overall economic support, $ 5 billion to address global food shortages that could result from the collapse of Ukrainian agriculture, and more than $ 1 billion to help refugees.
President Biden signed the law under unusual circumstances. As he makes a trip to Asia, a U.S. official brought the bill to Seoul for the president to sign, according to a White House official.
This reflects a sense of urgency for the United States’ continued support for Ukraine, but also highlights the international challenges facing Mr. Biden.
The visit to Asia is part of a foreign policy orientation to confront China, but the US president must at the same time continue to provide resources to help Ukraine, in Europe’s biggest conflict since the Second World./VOA
