Bashkim Fino was born in Tirana, on October 12, 1962. Fino completed his higher studies at the University of Tirana, Faculty of Economics, Department of Finance. He also completed specializations in local government management in the US, Italy, Greece and Finland.
He left behind a rich professional career in the economic field. In 1992, Fino was elected Mayor of Gjirokastra, a position he held until 1996.
His political career in the Socialist Party is early. From 1997 onwards he was a member of the Presidency of the Socialist Party. The peak of his career was marked in 1997, when he was elected Prime Minister of the country in the government of National Reconciliation, a position he held from March to July.
Fino also held several ministerial posts. From 1997 to 1998 he served as Minister of Local Government, at the same time Deputy Prime Minister.
