Serbia will hold presidential elections on April 3rd. The process is also intended to be organized in Kosovo.
International pressure to allow elections to take place has even increased.
The European Union’s special envoy for the Kosovo-Serbia dialogue, Miroslav Lajçak, has asked for modalities to be found for the holding of Serbian presidential elections in Kosovo as well. According to him, this paves the way for meetings at the highest level of negotiators within the dialogue process.
Kosovo has several alternatives that enable its dual Serbian citizens to vote in these elections.
“The characteristics of our relations with Serbia are different from those of other countries, so as such, modalities could be found, whether voting at the border, voting at the embassy or at the diplomatic point of Serbia in Kosovo.” Eugen Cakolli, Kosovo Institute for Democracy.
However, this can only be done if there is a request from Serbia to Kosovo institutions. The government has so far not taken any decision on whether or not to allow Serbian elections in the territory of Kosovo.
However, since 2012, the OSCE has assisted in the Serbian state elections held in Kosovo. From the office of this mission, they say that they are ready to collect votes again, in case there is an agreement between Pristina and Belgrade.
In January, the Government and the Assembly of Kosovo by a decision banned the holding of a referendum on amendments to the Constitution of Serbia in the territory of Kosovo. From the institutions, Kosovo Serbs were recommended to vote by mail or even at the liaison office with Serbia.
