European Union (EU) member states have agreed to simplify travel arrangements for the new coronavirus (COVID-19), allowing access with vaccination certificates, negative tests or evidence that you have recovered from the virus without additional quarantine or testing requirements.
“The reviewed recommendation will take into account the individual situation of individuals and not the epidemiological situation of their country,” Clement Beaune, the secretary of state for EU affairs in France, told reporters.
Beaune spoke at a news conference after a meeting of ministers responsible for European affairs, who approved non-binding travel measures.
Until now, EU countries have been able to impose additional measures if someone travels from a country with a high potential for infection based on the map of the European Center for Disease Prevention and Control (ECDC) virus.
Under the revised rules, which will take effect on 1 February, travelers holding an EU digital certificate for the COVID-19 virus will not face additional restrictive measures, such as quarantine or testing when entering another EU country. .

In a significant change for those who do not possess the COVID-19 certificate, member states must also accept negative tests no older than 24 hours before entering another EU country.
The new rules are not legally binding on EU countries, as governments can always introduce stricter measures to prevent an eventual health crisis, but they are recommended to be coordinated with the European Commission and other governments.
