This project has been approved since 2016 by the National Council of the Territory chaired by Edi Rama. But construction has not yet begun. The local government has become an obstacle for launching the investment after it asked the investor for a tax many times higher than the law stipulated.
At a time when the government is talking about an energy crisis, at the same time it refuses to build a plant that would supply energy to the entire Municipality of Malsi e Madhe.
The companies Malsia Solar 1,2, and 3 acquired the right to build such a plant in 2016 by decision of the National Council of the Territory.
This permit would be clarified with the payment of the infrastructure tax in the municipality, the latter asked for more than the law knew.
This also brought the obstacle for timely payment and at the same time the start of construction on time.
The representative of the company Solar 1. 2 and 3, Marsela Mojsija complains in the show Fiks Fare, that the young man is not given permission to build a photovoltaic plant and why he won this right with the court.
It shows that in 2016 they won this project and it was approved by the National Council of the Territory. After this moment, the infrastructure tax in the municipality had to be paid in order to clarify the permit, but the Municipality of Malësi e Madhe asked not 0.1 percent of the construction value, but a full 3 percent.
According to Marcella at this point the company did not agree, as the required value was against the law. And this problem lasted 1 year and a half, in the end the municipality agrees to wait for bills for 0.1 percent of the construction value.
“The company paid them but the construction deadlines had already passed, which led them to go to court, where it was decided to revoke the cancellation of the construction, but this decision is not being implemented. “ says Mrs. Moisija
She tells Fiks Fare that the investors are Bulgarian and they continue to pay all obligations since the contract was signed with the municipality in 2013.
“The value of this investment goes to 10 million euros, an investment that employs 100 people, and supplies energy to the entire Malësia e Madhe“Says the representative.
But in addition to this problematic, in recent years the municipality has changed the value of the rent to the company, which in the contract concluded with the municipality of that time, approved by the municipal council, the value was 1 million 900 thousand old lekë for 15 ha of land , meanwhile now the municipality demands 21 million old lekë per year.
So the municipality has 20 times the rent. Until now, taxes and rent this company has paid 23 million ALL to the municipality.
Regarding the tax confusion, the current employee of the tax office in the municipality says that it was not in those years, but the tax that should have been requested from the company is 0.1 percent of the value of the investment, a tax which is currently paid.
The employee also confirms what the representative of the company said that it took the municipality 1 year and a half to decide on the value of the tax from 3 percent to 0.1 percent.
Meanwhile, the lawyer of the municipality is responsible for the change of the rent value to the journalists of Fiks, who makes a mistake in the municipality that gave the property so cheaply, and according to him, this mistake has been caught by the Supreme State Audit. Therefore, today the company must pay 21 million ALL per year rent and not 1 million 900 thousand ALL.
