The Law Commission met on Friday to hold a hearing on the issue of demolished housing in the May 5 area of Tirana.
The democratic members of this commission, in a hearing session, had called the mayor of Tirana, Erion Veliaj, who was not present but had sent a letter where he had given his explanations on this issue.
The letter sent by Veliaj was read by the chairwoman of the Law Commission, Klotilda Bushka.
However, the deputy chairwoman of this Commission, Dhurata Çupi, did not agree for the session to continue with the hearing of the General Director of the State Police, Gledis Nano. She requested that the session be postponed and started when the Mayor is present in the Law Commission.
The People’s Advocate, Erinda Ballanca, as well as representatives of the residents affected by the project were also invited to the hearing.
The Law Commission is in motion due to the serious violation of property rights, as a fundamental human right, in administrative units 4 and 8 in the Municipality of Tirana. As a member of the Law Commission and an MP, I am aware of the concerns of the citizens.
I have been informed by them that their houses are being demolished, they are going out without procedure and notifications and without respecting their basic right to shelter and to be treated as owners of their property and together with Mr. Bledion nallbati we were with them in the case of the implementation of this project.
Çupi: Citizens were very worried and irritated about how they could be treated by their mayor and the current government in such a brutal and inhumane way.
They were notified without following the procedures. They complained that no response was returned. They requested a meeting and were not received. There are citizens who are out today because no deadline has been met and their homes have been demolished. There are citizens who are owners and there are several different typologies in the implementation of this project of the Municipality of Tirana.
We have listened to the citizens and regarding their emergency concern, we have asked for what the Constitution and its Article 80 and its Rules of Procedure recognize, to hold a public hearing with the Mayor of Tirana, the Director of State Police, after on the day when we were the police was in confrontation with the citizens, the People’s Advocate Mrs. Erinda Ballanca and residents affected by this project.
Regarding the letter of the Mayor and the absence of a representative of the Municipality of Tirana is unacceptable, illegitimate. The Constitution clearly states that state institutions must be present at the hearing.
I think that if the mayor did not have time at 14.00 or 14.30, I think we will wait for him. When there is time and opportunity for the mayor. We push him and he has to be present. It is not an easy matter but survival for those residents. They have been evicted and have not been respected for their property rights.
They have not been given any housing opportunities. There are residents whose apartments have been demolished since October and have not received the housing bonus. The provisions of the Civil Code have not been respected regarding their treatment and contracting with the notary. They are deals of pieces of paper where no one understands what he receives and what he gives.
It was an emergency because three apartments are demolished there every day. We will hear from residents here about these concerns. It is an abuse of office of the Mayor of Tirana that is not here today.
Alibeaj: What is this mayor that does not bless the people and neither the Assembly nor you as the majority because I understand about the opposition. Even in the letter you read there is no excuse. Tell us the reason and we will wait here as an obligation to the Constitution, Rules, law and people. Give clarifications.
If it is with the law, we say, if you are with the law, you have done your duty. But if not, at least we should listen to it, but not with this writing. Such papers that await and forward poor people are endless. We have to face it and listen to it. It is presumed that the state is at the service of the people and should clarify it. They are in trouble, they are homeless and without a roof and it was not caused by nature, but by the state, the mayor together with other instruments. Why is he not coming? Is he afraid? It must come to preserve as much as we can preserve the honor of the Albanian Parliament and the Albanians.
Citizens with all the troubles that have come here to express what they feel. The injustice they think they have done to them. The state must give its explanations. They pass laws for co-government, for consultation, national consultation and everything is done on their behalf. Today in the concrete painful case, does not deserve to come. An attitude must be maintained here.
It is a great mockery of the Assembly and of us. we beg your vote. We knock when the campaign comes. We take the patronage and give them the promise. Do we deceive and lie to them as a policy with such a minimal obligation, this policy, this municipality, this power has nothing to say? A whole life, sweat and blood have built a house with rules without rules, according to the rules this pair of state has had. A moment comes and throws him into the abyss. We must all have a human obligation. He has to sit there. They have come to the police, but he must come as the pivot of everything as he himself says in the letter. So far it has harmed the citizens. So the facts show. We are ready to wait because this is an acute problem. Every day that passes three families stay in the open air, at night in the cold. Is the human sense also missing now? We do not use it for political debate because there are other forums.
