The dialysis package includes performing the intervention to place the fistula at a cost of 10,937 ALL and also performing the intervention for placing the graphite at a cost of 67,162 ALL.
Dialysis and fistula service is also provided in public hospitals, making difficult cases treated in state hospitals, facilitating the work of the private sector.
A detailed report of the Supreme State Audit on the costs of health packages, found that during 2018 health packages cost the state budget 3.2 billion ALL of which 64.8% went for dialysis, which snatched a full 1.8 billion ALL.
In total, private hospitals carry over 60% of all health packages, for which they received from the Health Insurance Fund about 2 billion.
Public hospitals, which should have been the main beneficiaries of this scheme, performed worse by carrying out 40% of interventions, and were reimbursed with a fund of 1.2 billion ALL.
Dialysis has several times been at the center of criticism for the way this service was provided on concession. Another audit of KLSH in 2018 revealed that the Ministry of Health decided to grant a concession on behalf of the Company DIA VITA dialysis in Shkodra even though it had a functional department and at full capacity.
The former director was under investigation for this case, who according to KLSH, did not inform the line authorities that dialysis in this hospital worked best from 2005 to 2016.
As a result of this abuse, 9 dialysis machines, although in good working condition, were left to degrade.
The scandal becomes even bigger if we take into account the fact that this department was not only in operation but the equipment had a maintenance guarantee until March 2017, ie for one year after being locked in the warehouse.
At the end of 2015, the Ministry of Health granted a dialysis service to the company DIA VITA. The concessionaire was extended to 5 cities, Vlora, Shkodra, Lezha, Elbasan and Korca and the value of the contract is estimated to be 8.6 billion ALL. Since that year the number of patients receiving this service in the public hospital has been declining, referring them to the private system.
