The Secretary General of the Council of Ministers, Ëngjëll Agaçi has been the next witness in the Commission of Inquiry for Urban Waste Plants.
He stated that he had not met with the persons declared wanted for the incinerators, while explaining that the council of ministers had not had any objections regarding the procedures.
Agaçi: At the meeting of the council of ministers, the decision on incinerators was approved by the ministers with full unanimity, without wanting to break the terms of confidentiality.
The Chairwoman of the Commission, Jorida Tabaku, asked the Secretary General if there was pressure from the Prime Minister, because for incinerators in Elbasan 17 procedures were approved within one day before the decision of the Council of Ministers was taken:
Tabaku: Have you had any pressure from Mr. Edi Rama?
Agaçi: Absolutely no pressure. The procedures started long ago and does not mean that their finalization within a day was done on the same day.
Tabaku: What about the financing, Mr. Agaci, was not included in the medium-term budget and after the letter of Lefter Koka, this change was made?
Agaçi: The Council of Ministers is responsible only for approving the letters that have come to it, not for something else. We have not done anything that is not in accordance with the law.
