Prime Minister Edi Rama spoke about the economic assistance scheme that will be voted today in the Assembly to help children in the care of the Republic of Albania as well as mothers who have 3 or more children, girls and women who have been raped or trafficked.
Rama: I feel good that in the last session of the parliament for this year and on the eve of the end of the year holidays we can convey as a fact and no longer as good intentions some important changes recently realized in this assembly as well as another change. very important that we will realize today with the vote of this assembly.
Starting in January, all mothers with 3 or more children in the economic assistance scheme will receive double benefits, just as girls and women who have been abused or trafficked will benefit all mothers with children with disabilities and orphans. who are in the economic assistance scheme. But to these today is added another category through the new legal initiative for the status of children under the care of the republic, an initiative that reflects a vision that embodies an ambition and that actually materializes a continuous approach of this governing majority in relation to those who feel weaker because they belong to the most vulnerable categories.
With today’s vote, the Assembly will determine a new status for all children or persons under the care of the martyr of the homeland, doctors and nurses who have lost their lives as a result of the pandemic in office, of persons who have lost their lives in the effort to protect public property and those who have lost by protecting the lives of other persons. Through this initiative that today becomes law, the state takes into protection and special care all children of all these categories of parents to facilitate them to cope with a continuation of life in the conditions of loss of parent or legal guardian. Child status in the care of the republic is obtained up to the age of 18 but provides material care up to the age of 25 if you attend higher education.
Material care is based on the highest salary of the parent.
We will continue to increase the extent of their support. It would have been much better than what we do today to have done it before, but the bottom line is that it all depends on the opportunities and therefore trying to increase opportunities even for those who need higher salaries and pensions, is an effort that can not be replaced by good wishes, but opportunities are needed. As opportunities increase, so can support.
In addition to the financial fund for these children who are orphans and have lost their lives in the line of duty, but today is the state that is in terms of material support just as if the parent were at work while enjoying the highest salary, there are a number of rights other than public and non-public health institutions when needed, at home and abroad.
In the pre-university system, all scholarships for pupils or students benefit regardless of the fact that they receive maximum support from the state. They also benefit from a complete exemption from annual fees under the applicable legal framework, regardless of the respective bandwidth level in which they are found in terms of results. They also receive free assistance and are supported by preferential treatment for their employment upon completion of higher education studies.
The person who receives the status of “child in protection of the Republic of Albania”, beyond these rights and any special ability to absorb other income, continues to receive until adulthood or when completing higher studies, financial treatment based on the parent’s salary at that stage which was higher and not as an average.
